Installation, labor, materials and equipment for rehabilitating Lift Station #5 which includes installing a new 18” riser on the valve vault, regrading the surrounding ground to drain away from the lift station. Additional work includes installing safety grates in wet well hatch opening in Lift Station #1, 2, 3, 4 & 5. All work must follow Indian Health Service Vineland Community Lift Station #5 Rehabilitation & Safety Grate Installations Project specifications dated March 2026.

Bids are due Wednesday April 8th, 2026 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday April 9th, 2026 at 10:00 AM at the Mille Lacs Band Government Center.

A mandatory pre-bid phone call must take place with Director of Public Works before plans and specifications will be mailed or emailed to contractors. Contractors must call before February 23rd to be eligible to bid on this project. This call will be to review bidding and contract requirements. Call Brian Scheinost, Director of Public Works, at 320-630-2624. If any corrections or clarifications are found necessary as a result of the mandatory pre-bid calls, a pre-bid addendum will be sent to all bidders.

Bidding Notes:

Your proposals shall include the following:

1. Bid should show a fixed fee to do the above mentioned work schedule. Bid must be signed by contractor to be valid.
2. Copy of current MLB Vendor’s License. (or a copy of submitted application)
3. Copy of current certificate of insurance for General Liability and Property Damage.
4. Federal Davis Bacon wage scale applies to this project.
5. Plans and Specifications can be obtained by contacting Brian Scheinost, Mille Lacs Band of Ojibwe Public Works Department at (320) 630-2624.
6. Prime Contractor needs to perform at least 33.3% of the work.
7. Compliance with the EEO executive order 11246 as amended, compliance with the Copeland anti-kickback act and compliance with the sections 103 and 107 of the contract work hours and safety standards act.
8. A 1/2% TERO Tax will be charged based upon final project cost.

Bonding Requirements:

Bid BONDS:
Each Bid must be accompanied by a BID BOND payable to the OWNER for Ten percent (10%) of the total amount of the BID. As soon as the BID prices have been compared, the OWNER will return the BONDS of all except the three lowest responsible BIDDERS. When the contract is executed the bonds of the two remaining unsuccessful BIDDERS will be returned. The BID BOND of the successful BIDDER will be retained until the payment BOND and performance BOND have been executed and approved, after which it will be returned.

Performance and Payment BONDING Requirements:
In construction contracts that are federally funded or deemed commercial, bonding is required. These types of contracts shall demand a performance and payment bond with penal amounts of 100% and 100% respectively of the amount of the contract.

Please note that the bids submitted via mail to the P.O. Box. FedEx and UPS will not deliver to a P.O. Box and the Onamia post office will not accept hand delivered items. Please plan accordingly to ensure the timely receipt of your bid submittal.

**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.

PROPOSALS NOT SUBMITTED IN THIS MANNER WILL BE REJECTED.

Licensing:

Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks.
