Training Development and Outreach Coordinator

SALARY RANGE: $21.69 - $42.49

SUMMARY:
The Training Development and Outreach Coordinator is responsible for the design, implementation, tracking, and evaluation of all training related to Family Services staff, service contractors, children and families, and foster parents. This position will be responsible for developing and delivering comprehensive training programs focused on addressing the needs and challenges faced by children and families within tribal communities. This role will involve collaborating with service providers, outside entities and community stakeholders to develop culturally sensitive and trauma-informed training materials. This role may also be responsible for delivering these trainings, ensuring the effective transfer of knowledge and skills are to enhance the capacity of tribal family services staff and providers.
QUALIFICATIONS:
• Associate degree in business administration, criminal justice, public relations, human services, or related field preferred OR
• Three (3) years of demonstrated experience in designing, implementation, and facilitation of training courses required.
• At least two (2) years of experience facilitating in front of large groups is required.
• Must be familiar with functional areas of Family Services including staffing and safety concerns.
• Knowledge of the Indian Child Welfare Act and the Minnesota Indian Family Preservation Act is preferred.
• Knowledge and experience working with Native American communities, culture, customs, and cultural law is required.
• Knowledge of Federal, State, and Tribal Government laws, codes, and regulations.
• Proficient in the use of Microsoft Office Suite and Adobe or equivalent to include word processing, spreadsheet, database, or presentation software programs preferred.
• Experience in the development or delivery of web-based or online training programs.
• Excellent organization, interpersonal, and communication skills required.
• Must possess strong skills in training development, curriculum design, course facilitation, course evaluation, and needs assessment.
• Ability to effectively design training programs, materials, and activities to engage participants.
• In lieu of education, special consideration to include experience. A minimum of 2 years of experience in child welfare or human services-related field, or a combination of both.
• Must have a current valid Minnesota Driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a pre-employment drug and alcohol test.
DUTIES AND RESPONSIBILITIES
• Develop training materials, lesson plans, and training aids related to department policies and procedures. Update existing materials and procedures as policies and band statutes change.
• Follows the department's CWTCM training plan and submits reimbursement to the state on eligible and qualified trainings.
• Follows the foster care training plan to meet goals and objectives.
• Responsible for maintaining documentation and records to ensure each training objectives and timelines are met for each staff member, foster parent, parent, and legal guardian.
• Maintains positive relationships with qualifying training providers, contract maintenance and preparation, administrating training quality assessments, and overseeing disbursement of training funds.
• Negotiate vendor contracts related to meetings and training sessions, review, and submit invoices for payment.
• Maintain security of all files, archiving and deleting files as appropriate.
• Maintain a database of program training objectives, services, referrals, eligibility, etc.
• Monitor the status of check requests, purchase orders, and receipts of materials and equipment.
• Maintain an inventory of supplies stored in a central location.
• Schedules and maintains the department’s training calendar.
• Collects feedback on training sessions from employees to use for future improvements to content, delivery, and presentations.
• Other duties as assigned.
WORKING CONDITIONS:
• Nature of work is such that incumbent experiences infrequent periods of moderate to high stress levels in working with participants and contractors.
• Work is exclusively indoors in a controlled climate area.
• Little threat of personal danger or risk.
• Hours may vary depending on departmental needs and may include evenings and weekends.
• On-call hours may be scheduled to manage emergencies and crisis situations.
• Local travel is required. Out-of-state travel is minimal.
• Work from home may be permissible with a signed telework agreement.
