SALARY RANGE: $19.61 - $29.42

SUMMARY:
The Shelter Manager is responsible for providing a safe living environment, security, and advocacy for victims and their children of domestic and sexual violence and human trafficking. The Shelter Manager supervises and directs the other staff at the Shelter (7), on-call temporary staff for the Women’s Shelter (6) (varies as needed), as well as the Community Advocates (3).
QUALIFICATIONS:
• Associates degree required.
• Two (2) years to three (3) years advocacy work required.
• Three (3) years of prior supervisory experience.
• Prior experience in developing educational programs, support groups, group training, etc.
• Knowledge of domestic violence, human trafficking, and sexual assault issues and laws, family violence, child/youth physical abuse, and sexual abuse.
• Knowledge of family advocacy and child/youth development.
• Ability to work effectively with a variety of professional level people.
• Strong listening and communication skills.
• Basic computer literacy skills and ability to keep accurate records.
• Strong commitment to ending domestic and sexual violence, and human trafficking.
• Familiar with laws regarding confidentiality and ability to deal appropriately with confidential information.
• Experience working with Native American community and knowledge of Mille Lacs Band of Ojibwe customs, traditions, and beliefs.
• Experience in grant writing and budgeting.
• Experience in coordination of shift rotation and staff scheduling.
• Capable of independent judgment and decision-making.
• Advanced knowledge of criminal justice system.
• Strong group facilitation skills.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a background check.
• Must pass a pre-employment drug & alcohol test.
DUTIES AND RESPONSIBILITIES
• Recruit, hire, and supervise the staff of the Shelter and Community Advocates.
• Enforce all Band, HHS, and Shelter policies, procedures, and rules.
• Assist in the development of the Shelter budget and departmental goals.
• Assist in the development of quality assurance standards for the Family Violence Prevention Program, advise and assist others in compliance with quality assurance standards.
• Develop safety goals and enforce safety standards for all department employees.
• Provide individual advocacy with legal, medical, welfare, and educational systems on behalf of victims and their children/youth as needed.
• Coordinate and prioritize day-to-day needs of residents, to include advocacy, transportation, and emergency appointments.
• Coordinate daily house schedules for residents to include education of domestic and sexual violence, and human trafficking through advocacy services.
• Research and write articles for newsletters, volunteers, etc.
• Design and plan, with shelter staff, support groups for victims of domestic and sexual violence, and human trafficking.
• Provide community educational sessions about domestic violence.
• Provide and assist advocates in educational sessions on domestic and sexual violence, and human trafficking for the local schools.
• Assist in scheduling and coordination monthly coverage for residential services and activities.
• Oversee the collection and maintenance of all resident records.
• Develop and maintain positive working relationships with community organizations, groups and individuals that work in or have an interest in the domestic and sexual violence field, including those representing/serving a diverse population.
• Develop and implement an on-call phone program to ensure 24-hour availability of staff.
• Answer crisis line telephone and provide crisis line back up.
• Facilitate mandatory staff meetings.
• Maintain an awareness of current laws and regulations related to domestic violence, sexual assault, and human trafficking. Serve as a resource to others, as well as shelter staff, on these issues.
• Collect, organize, prepare, and report statistics representing program utilization.
• Assist residents in requesting Orders for Protection, including writing requests for Orders for Protection, attending court hearings, and following up when residents report Orders for Protection violations as needed.
• Cross train others on Shelter and advocacy issues.
• Assist in the ongoing cleaning and maintenance of the Shelter.
• Assist in various fund raising activities and donation collections for the Women’s Shelter.
• Recruit and train volunteers and on-call temporary staff for the shelter program.
• Advocate for changes in laws, regulations, systems and other mechanisms that impede progress on ending domestic violence, sexual assault, and human trafficking.
• Collaborate with the Family Violence Prevention Program Administrator in the writing and submission of grant requests and programmatic reporting.
• Review, and as necessary, revise Resident and Shelter Advocate policies, procedures, and protocols. Recommend additional polices, procedures, and protocols as appropriate.
• Order supplies as necessary.
• Other duties as assigned.
WORKING CONDITIONS:
• Nature of work is such that Women’s Shelter Manager experiences periods of high stress levels while dealing with residents, children, family members, and others.
• Work hours are generally 8 to 5, but may be required to take after hour’s calls to handle emergencies. Will also be required to have and answer on-call cell phone as necessary.
• Moderate threat of personal danger or risk, although advocacy for residents may put the Women’s Shelter Manager at risk.
• Local travel is required, travel outside the state maybe required.
• Work from home may be permissible with a signed telework agreement.
