SALARY RANGE: $50,000 -$110,000

SUMMARY:
The Operations Manager will work under the direction of the Director of Finance and may assist in managing departmental budget, expenditures, and procurement. This position tracks data management and grant management for the department. This position assists the Director of Finance in the development and tracking of data related to financial and data management activities. Assist in program, policy, Q.I., compliance, grant management, and reporting.
QUALIFICATIONS:
• Bachelor’s degree in Accounting or Finance and three years of experience in a similar position or field is required;
OR
• Associates degree and five (5) years of experience in a similar position or field is required.
• Master’s degree and one (1) year of experience in a similar position or field preferred.
• Three (3) to Five (5) years of experience in managing grants compliance required.
• Three years of experience developing and managing budgets.
• Ability to develop and track data.
• Excellent computer skills in a Windows environment, including Microsoft Word and Excel.
• Excellent communication skills in English; both written and verbal.
• Experience in working with Native American organizations or Indian tribes.
• Must be able to maintain confidential and sensitive information.
• Experience with and understanding of Native American culture.
• Excellent organizational and prioritization skills.
• In lieu of education, special consideration to include experience. A minimum of 2 years of experience in child welfare or human services-related field, or a combination of both.
• Must have a current valid Minnesota Driver’s License.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a background check.
• Must pass a Pre-employment drug & alcohol test.
DUTIES AND RESPONSIBILITIES:
• Tracks and records all financial obligations of the department such as but not limited to payroll, provider payments, foster care payments, vouchers, program supplies, trainings, travel, mileage, and all other payments necessary to effectively manage the department.
• Assist the Director of Finance in development and research for writing of proposals.
• Monitor department compliance with the tribe’s procurement and accounting practices.
• Understand billing and reimbursements of services such as but not limited to the following funding sources CWTCM, Title IV-E, foster care administration rate, and MA, and how they impact the department budgets.
• Prepare and complete department financial obligations within established timeframes in accordance with departmental policies and funding sources guidelines.
• Assist Director in developing procedures and managing all aspects of the departmental budget.
• Perform the functions of grant management for all grants received by the department in accordance with the objectives and compliance guidelines of the funding source. Typical grants include, but not limited to, Federal Self-Governance, ICWA State Grant, ICWA Special Focus State Grant, Title IV-E, Title IV-B, CHAFFE, Safe, Families First, Family Preservation, Long Term Care Consultation, and Waivered Services.
• Perform the functions of data management, statistical analysis, and file management.
• Responsible to set up and secure authorization for all direct bill transactions, i.e. gas voucher, comps, and hotel rooms.
• Attend and participate in meetings with the department leadership team as needed.
• Adhere to all confidentiality rules and regulations.
• Attend relevant trainings and in-services as needed.
• Actively seek out grants and other funding sources to promote the mission and goals of the department.
• Prepare reports as needed in a timely manner.
Working Conditions
• Work is exclusively indoors in a controlled climate area.
• Little threat of personal danger or risk.
• Hours are typically 8-5.
