General Description:
The Licensing Investigator performs background investigations of prospective employees and vendors to determine if they meet the standards prescribed in the Gaming Compact and Tribal Ordinance as they relate to the gaming operation. The Licensing Investigator is responsible for accurately and thoroughly investigating all information pertaining to potential and current licenses and registrants – Key Personnel, Primary Management Officials, Vendors, and Registrations. Licensing Investigators are also responsible for the management and retention of records for all past and present licensees, registrants, and adverse license recommendation files.

QUALIFICATIONS:
1.Associate degree and minimum of one (1) year related experience in a key position required orequivalent combination of training and experience is required.
2.Gaming Regulatory Authority (GRA), Human Resources (HR), or Investigations experiencepreferred.
3.Exhibit basic investigative skills and abilities, including interviewing applicants, pulling relevant datafrom complex documents, identifying discrepancies and inconsistencies, establishing facts, anddrawing valid conclusions.
4.Experience making sound and timely informed decisions in complex situations.
5.Demonstrate a high degree of accuracy and mindfulness in all tasks.
6.Experience organizing and prioritizing own work in a setting with frequent and rapid priority andchanges and additions from multiple sources.
7.Strong written and verbal communication skills required.
8.Strong personal computer skills in a Windows environment, including spreadsheet, Word applicationsand familiarity with and ability to operate various office equipment, photo copying machines.
9.Ability to work with different software applications.
10.Excellent customer service skills.
11.Must be able to work with minimum direction after job assignment and work either individually or asa team member.
12.Must have strong moral character and promote an ethical culture.
13.Must be able to obtain a Class A Key Gaming License.
14.Must pass pre-employment urinalysis (UA) and skills testing.
15.Must disclose immediate family members and household members working for Mille Lacs CorporateVentures, the Gaming Enterprises and the GRA to avoid potential conflicts.
16.Experience with and understanding of Native American culture and can demonstrate culturalsensitivity.

DUTIES AND RESPONSIBILITIES:
1.Responsible for licensing investigation and data entry of all potential and current licensees andregistrants.
2.Held accountable to a high degree to ensure compliance for the retention of records for all past andpresent licensees, registrants, and key personnel.
3.Routinely audits files for accuracy, consistency, thoroughness, and trends.
4.Performs all aspects of licensing investigations to ensure adequate protection of assets, theenvironment, and public health and safety at Gaming Facilities.
5. Performs all aspects of licensing investigations to assess if applicants and licensees pose a threat to the public interest or to the effective regulation of gaming, or creates or enhances the dangers of unsuitable, unfair, or illegal practices and methods and activities in the conduct of gaming.
6. Set-up and maintain computer files regarding backgrounds and other investigations in a secure environment.
7. Acts as a representative of the GRA in obtaining information from licensees, registrants, and key personnel to ensure processes are completed accurately and timely.
8. Investigate background history of prospective employees, license reclassification, and vendors to the level necessary to maintain the integrity of Indian Gaming; Fingerprint prospective employees; Conduct credit reports on prospective/current employees, prospective vendor and their disclosed employees when necessary.
9. Assist the gaming office management in the investigation of Gaming Compact/Ordinance violations; Make recommendations to correct problems or conditions that would violate the Compact or Tribal Ordinance.
10. Other duties as assigned.

  19. Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

  21. Ability to work in Merydyan Pryme and use the software capabilities.
  22. Ability to understand Criminal History Record Information (CHRI) procedures and policies.
  23. Ability to review applications from applicants.
  24. Ability to use the phone to call or text applicants.
  25. Ability to use software for photo identification.
  26. Ability to pull reports from 3rd party websites to verify any charges.
  27. Ability to use Fingerprinting machine for processing and background checks.
  28. Ability to save documents and files; work in SharePoint.
  29. Ability to learn how to do Exclusions and Waivers.
  30. Ability to learn how to do Vendor Licensing.

This position will require frequent periods of standing, walking, sitting, and ability to lift light (20 lbs. or less) boxes or equipment. This position will require working around the public in a facility where the employee could be exposed to second-hand smoke, perfume, cologne, food and drink odors, dust, and other odors. Ability to operate standard office equipment and computer software.
