DAYS/HOURS: Monday - Friday, 8:00AM to 4:30PM

General Description:
The Licensing Manager is responsible for managing the day-to-day operations of the licensing gaming & vendor investigations team for all current and potential associates/employees for Grand Casino Mille Lacs and Corporate Commission (where applicable). The Licensing Manager serves as the subject matter expert for all licensing inquiries and makes recommendations to the Director of licensing for continuous process improvement & licensing policy updates.

Qualifications:

  1. Associates degree (or higher) in a relevant field, at least three (3) years of experience in gaming licensing regulations or a related field and at least one (1) year of supervisory experience; or
    At least five (5) years of experience in gaming licensing regulations or a related field and at least two (2) years of supervisory experience.
  2. GRA or HR experience preferred.
  3. Knowledge of Mille Lacs Band Detailed Gaming Regulations, NIGC Regulations and Tribal-State Compacts.
  4. Ability to read, analyze, interpret and apply regulations, statutes and background information.
  5. Ability to respond to inquiries and concerns internally and externally with professionalism and clarity.
  6. Ability to deal with highly confidential information.
  7. Excellent computer skills in a Windows environment, including database, spreadsheet and word processing.
  8. Excellent interpersonal and strong communication skills with ability to present information to GRA leadership, GRA Board, Band officials, State and Federal regulators and Band Members.
  9. Excellent written, analytical, investigative and organizational skills.
  10. Acute attention to detail.
  11. Experience with and understanding of Native American culture and able to demonstrate cultural sensitivity.
  12. Ability to manage time effectively and multi-task.
  13. Ability to plan, assign and supervise the work of others.
  14. Must pass pre-employment testing.
  15. Ability to obtain Pryme System Administrator certification or already possess at time of hire

  16. Must be able to obtain a PMO Key Gaming License.
  17. Must have a current driver’s license and reliable personal transportation.
  18. Must disclose immediate family members and household members working for Mille Lacs Corporate Ventures, the Gaming Enterprises and the GRA to avoid potential conflicts.

Mille Lacs Band Member / American Indian preference applies.

ESSENTIAL DUTIES OF THE POSITION:

  1. Supervises the licensing investigators at both GRA licensing sites.
  2. Manage schedules of licensing staff, approve or deny time off requests, ensure consistent office coverage when required
  3. Conduct annual performance reviews of licensing staff
  4. Ensures integrity of all required databases by obtaining and maintaining System Administrator certification
  5. Serves as acting Director in the Licensing & Investigations Director’s absence.
  6. Possess expert knowledge of the gaming & vendor licensing process for new applicants and be able to assist investigators when needed
  7. Verify and investigate all findings of background information and submit to Licensing Director for recommendation
  8. Drafts and sends notification letters to associates/employees and Talent Department regarding information needed to complete licensing process.
  9. Ensure proper handling and dissemination of confidential information
  10. Draft Investigative, Suitability and National Indian Gaming Commission reports.
  11. Oversees annual renewal of gaming licenses.
  12. Compile and submit compliance recommendations for denied and revoked gaming licenses.
  13. Manages CJIS compliance program and ensures program/personnel compliance with CHRI requirements
  14. May require periodic local and out-of-state travel for conferences and training
  15. Other duties as assigned.
