SALARY RANGE: $51,850-$77,800

SUMMARY:
This position will assist the Director of Government Affairs and the Mille Lacs Band in achieving its regional intergovernmental and community relationship in East Central Minnesota through work that enhances the Band's image and improves and expands local relationships and partnerships. The Intergovernmental Coordinator will attend and take notes during local, state, tribal, and federal governmental meetings. He or she will also need to establish and maintain relationships with various elected leaders and community leaders. The Intergovernmental Coordinator will create and maintain a database of local, state, tribal, and federal elected officials and key staff. This position will also be responsible for assisting the department with the Get Out the Vote (GOTV) project, data collection, and research activities.
QUALIFICATIONS:

• Minimum qualifications
• Bachelor’s degree in public relations, political science, public policy, public administration, history, or similar field is required.
• Three years of experience and familiarity with tribal governance.
• Knowledge of tribal sovereignty and Mille Lacs Band treaty rights.
• Experience, knowledge, and ability to successfully engage and navigate public, private, and social sectors.
• Excellent oral and written communication skills.
• Ability to establish relationships with key leaders at the local, state, tribal, and federal level.
• Ability to handle changing political climates.
• Ability to handle multiple projects with changing priorities and deadlines.
• Desire to help create a better future for the Mille Lacs Band.
• Strong computer skills with Windows and Microsoft Office, to include Outlook, Excel, Word, and PowerPoint.
• Experience with and understanding of Native American culture and the ability to demonstrate cultural sensitivity.
• Preferred qualifications
• Master’s degree in public relations, political science, public policy, public administration, history, or similar field is required.
• Five years of experience and familiarity with tribal governance.
• Experience interacting with local, state, tribal or federal politicians.
• Knowledge of local, state, tribal, and federal government operations.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a pre-employment drug & alcohol test (not to include cannabis).
• Must pass a background investigation that shows no theft or fraud above a misdemeanor, no felony drug conviction, and no sexual crimes against a person conviction at any level.
DUTIES AND RESPONSIBILITIES:
• As determined by the Director, attend local, state, tribal, and federal meetings to establish and maintain relationships with employees and elected officials.
• Establish and maintain a database of local, state, tribal, and federal elected officials and key staff to include terms of office, why a person is running for office, political likes and dislikes, relationship with the Band, and any other relevant information.
• Establish and maintain a database of local initiatives, ordinances, resolutions, moratoriums, or any other relevant action taken by a County Commission or City Council that may impact the Band.
• Assist the Director by developing a plan to capitalize on opportunities to improve the Band's local image by improving relationships with various community leaders and elected officials.
• Monitor and analyze relevant studies and research projects undertaken by outside organizations and governments to help improve local relationships. Report such analysis to Director and Band elected and appointed officials as needed.
• Facilitate and coordinate meetings between Band officials and community leaders, elected officials, or local government employees in the region.
• Assist the Government Affairs team in tribal elections to include but not be limited to Band-led civic engagement events and candidate forums.
• Assist the Government Affairs team in Get Out the Vote (GOTV) during tribal, state, and federal elections.
• Assist in organizing and coordinating events and meetings related to local, political, or public policy related issues.
• Assist public relations consultants where needed.
• Assist with the organization and coordination of Band-led grassroots activities.
• Represent the Mille Lacs Band at various regional and statewide events.
• Perform other duties as assigned by the Director, including administrative work as
needed.
WORKING CONDITIONS:
• Work is primarily indoors in a controlled climate area, but may be outdoors for meetings or events.
• Hours are typically 8:00am-5:00pm, but extra hours may be necessary to meet deadlines and maintain workload. This position is likely to involve evening or weekend work.
