Finance Manager
JOB TYPE: Full Time
LOCATION: Community Development/Housing
REPORTS TO: Executive Director of Housing
SALARY RANGE: $32.00-$45.00
The Community Development Finance Manager provides general accounting services for the housing department, manages the loan application process, and assists other programs to ensure Band statute and procedure are followed across the department’s operations.
QUALIFICATIONS:
• Bachelor’s degree in accounting, finance, business administration, or similar field is desired.
• Experience in financing and credit loan making and servicing is desired.
• Five (5) years’ experience in an accountant function desired.
• Very strong basic math skills.
• One (1) to three (3) years staff supervision and management experience required
• Familiar with accounts payable and accounts receivable accounting procedures and terms.
• Previous experience managing multiple programs at one time is desired
• Experience in financing, credit principles and underwriting is desired
• Knowledge of federal and Band laws, rules, and regulations related to consumer credit.
• Ability to gather and analyze financial data to make credit recommendations.
• Ability to communicate confidentially and effectively with Band Members and other departments.
• Basic knowledge of mortgages, foreclosures, tax forfeitures and mortgage assumptions is required.
• Basic knowledge of grant processes is desired
• Good personal computer skills in a Windows environment, including Excel and Word Good communication, organization, and interpersonal skills
• Ability to develop and maintain a reliable and accurate record keeping system.
• Experience in and sensitivity to Native American culture.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must have reliable personal transportation.
• Must pass a Pre-employment drug & alcohol test.
• Background check required that shows no theft or fraud convictions above a misdemeanor.
DUTIES AND RESPONSIBILITIES
• Provide supervision and direction to subordinate staff and others. Which includes 2 to 4 administrative staff.
• Maintain various ledgers, registers and journals according to established account procedures and classifications.
• Reconcile accounts with supporting documentation, makes correcting entries as appropriate.
• Audit invoices against purchase orders. Research discrepancies, prepare or approval, produce check, and post expense to the proper account.
• Facilitate monthly billings and related material and correspondence for accounts receivable across departments.
• Process incoming payments, prepare cash and checks for deposit, post income to proper account, and make cash deposit.
• Update internal deduction lists for proper payment plans and updates.
• Prepare or assist in the preparations of reports showing delinquencies, cash flow, expenses, deprecation, and other accounting information.
• Explain billing and other accounting procedures to clients.
• Assist Band Members in creating payments plans for debts owed to the Department..
• Processes vendor payments on the general ledger system.
• Ensures amounts are coded properly in the general ledger.
• Assist with year-end audit process.
• Review monthly statements from vendors and ensure accounts are kept current.
• Process property taxes, insurance payments and escrow refunds accurately and in a timely manner.
• Appropriately bill and adjust payments as needed for all accounts based on time of service.
• Prepare and present all new mortgage loans, renovation loans, deferral requests and modifications for Housing Board approval/denial.
• Other duties as assigned.
WORKING CONDITIONS:
• Nature of work is such that incumbent experiences infrequent periods of modest stress levels due to workload.
• Work is exclusively in doors in a controlled climate area.
• Little threat of personal danger or risk.
• Hours are typically 8-5, but possibly with some extra hours.
• Local travel to all three districts is required.
