SALARY RANGE: $56,000 to $84,000

SUMMARY:
The Director of Enrollments supervises all Enrollment staff and daily operations of the Enrollment Department as it relates to Enrollment Applications, Minor Trust Applications, Change of Address forms, Tribal ID operations, family tree research, Certificates of Indian Blood, provide data reports to various departments within the Band, and assists in the Blood Quantum Research for tribal members and potential tribal members.
QUALIFICATIONS:
• High School graduate or GED required.
• Bachelor’s degree in Business Management, Business Administration or related field and/or ten year experience required.
• Ten years of experience in a tribal enrollment function or related field is required.
• Five years of budget management, department management or equivalent required.
• Three years of supervisory experience is required.
• Five years of effective records management preferred.
• Strong verbal and written communication and organizational skills with excellent attention to details.
• Strong organizational and document formatting skills.
• Proficient math skills.
• One to three years of experience with Minnesota Chippewa Tribe Enrollments Data Base.
• Computer literate, working knowledge of Word, Excel and database spreadsheets.
• Ability to write effectively to prepare reports, memos, policies and procedures.
• Ability to handle multiple projects, initiate and organize with changing priorities.
• Ability to deal with highly confidential data.
• Capable of maintaining accurate records as it pertains to Tribal Enrollment.
• Ability to handle multiple projects with changing priorities.
• Ability to operate telephone, fax machine, calculator and computer with proficiency.
• Experience with and understanding of Native American culture.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.

DUTIES AND RESPONSIBILITIES:
• Directly supervises the Tribal Enrollment Application process, appeal process, blood quantum corrections, minor trust applications, certificate of Indian blood, and all other activities as it relates to the Enrollments department.
• Directly supervises the Administrative Assistant to Enrollments, the Family Tree Specialist, the Blood Quantum Specialist, the Filing Clerk, and the Enrollment Intake Specialist.
• Development of interdepartmental communication information sharing.
• Monitors the DII, DIII and Urban Tribal Identification systems and processes.
• Maintains working relationship with federal and state authorities for the Tribal Identification standards and securities.
• Coordinates daily management responsibilities and monitors Enrollments staff including: schedule coordination, staff meetings, and training development.
• Responsible for maintaining and scheduling complex appointment calendars.
• Maintains the highest level of confidentiality and professionalism.
• Assist in reviewing monthly billing statements and ensure accounts are kept current as needed.
• Prepare reports for various Band departments, such as OMB, Legislative and Office of the Chief Executive.
• Advises Band members and descendants on enrollment policy and process.
• Collects enrollment applications and verifies information in coordination with timeline.
• Arranges for and/or prepares supporting documents necessary for the processing of enrollment requests.
• Prepares and distributes enrollment documents for newly enrolled Band members.
• Assists with notifying individuals regarding denied enrollment applications and reasons for denial.
• Assists with calculating or re-calculating blood quantum measures upon request.
• Maintains enrollment records.
• Assists with researching enrollment records, birth and death certificates, adoption proceedings, and other legal records to establish blood quantum for new enrollees.
• Assists with preparing materials for the enrollment appeals process, arranges for appeals hearing, and presents information at hearings.
• Attends MCT review as directed by the Commissioner of Natural Resources. Assists with Enrollment Review Committee and general MCT requests.
• Available to forward enrollment applications and supporting documentation to the BIA in instances when the BIA must act on an enrollment question.
• Assist in providing Federal and State data reports for various departments within the band.
• Performs other related duties as assigned by the Commissioner of Natural Resources.
WORKING CONDITIONS:
• Nature of work is such that incumbent may experience frequent periods of high stress while dealing with Band member issues.
• Work is almost exclusively indoors in a controlled climate area.
• Little threat of personal danger or risk.
• Hours are typically 8-5, but extra hours may be necessary to meet deadlines and maintain workload. May involve some evening or weekend working.
