Deputy Tribal Historic Preservation Officer

SALARY RANGE: $44,250 to $66,400

SUMMARY:
This position is second to, and under the direct supervision of, the Mille Lacs Band of Ojibwe Tribal Historic Preservation Officer (THPO). The Deputy THPO is responsible to carry out the duties and responsibilities assigned by the THPO, as defined within the National Historic Preservation Act, dictated by the laws, guidelines, and policies of the Mille Lacs Band of Ojibwe. This position includes working in the capacity of the THPO during any absence of the THPO from the office.

QUALIFICATIONS:
• High School Diploma or G.E.D. required.
• Associates degree or higher in General Studies, History, Anthropology, Archeology, or relevant field preferred.
• Supervisory experience required with a minimum of two years.
• Must be self-motivated and able to work with minimal supervision.
• At least four months of supervising field and analytic experience in general North American archeology
• Demonstrated ability to carry research to completion.
• Must be knowledgeable regarding the Title 10 MLBSA Section 1 et. Seq., the Cultural Resources Code, P.L. 101-601, the Native American Graves Protection and Repatriation Act, Section 106 of the National Historic Preservation Act, MN. Stat. 307.8, Private Cemeteries Act, and National Environmental Policy Act of 1969 (NEPA).
• Must be knowledgeable of 36 CFR 800 and Native American Graves Protection and Repatriation Act.
• Must be able to read cursive handwriting
• Minimum of two years of practicing knowledge of inherent cultural practices
• Must be knowledgeable of tribal government system, preferably the Mille Lacs Band of Ojibwe.
• Ability to make travel and meeting arrangements and acting as a liaison for the organization to outside constituents.
• Ability to type at least 45 words per minute.
• Must orally demonstrate knowledge of the history of the Mille Lacs Band of Ojibwe, if interviewed.
• Able to attend training opportunities related to THPO duties.
• Must be able to work under pressure, manage multiple demands on time, and complete projects within timeframe and budget.
• Able to operate a passenger van, outboard motor, 4-wheeler, snowmobile, side-by-side, and paddle a canoe, and/or kayak.
• Experience in professionally facilitating and working in virtual and/or in-person meetings, interviews, and conducting presentations and tours of the reservation.
• Experience in professionally debating issues.
• Must have strong skills in Public Speaking, speaking, and working with Ojibwe Language, and skills with the following computer programs, such as; Microsoft 365, Word, Outlook calendar/email, Xcel, ArcGIS, Google Earth, Teams, One Note, SharePoint, Go To, Zoom, Webex and other virtual platforms for virtual connectivity, Teams, PowerPoint, Publisher and other programs that will benefit the mission and increase the efficiency of the THPO Office and Department.
• Must have a current valid driver’s license and must be insurable under Mille Lacs Band auto policy.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a pre-employment drug and alcohol test.

DUTIES AND RESPONSIBILITIES:
• Supervise archeological surveys and tribal monitoring activities on-site.
• Reviewing federal undertakings and projects subject to review under Section 106 of the National Historic Preservation Act, and following Tribal Treaties and Laws, Title 36 Code of Federal Regulations, Section 800 – Identification of Historic Properties, Native American Graves Protection and Repatriation Act (NAGPRA), Archeological Resource Protection Act (ARPA), National Environmental Protection Act (NEPA), and other State, Federal, Tribal, and local laws associated to Historic and Cultural preservation and conservation.
• Assisting in the development of Tribal policies and procedures to comply with Tribal Law, Treaties, and Section 106 of the National Historic Preservation Act that pertain to the issuance of ARPA Permits for archeological activities on-reservation and instilling minimum standards for the conduct of archaeological activities within the exterior boundaries of the Mille Lacs Band of Ojibwe Reservation, and to ensure the preservation and conservation of Tribal History, Ojibwemowin, Culture, Traditional Knowledge and Inherent Practices.
• Maintaining archeological database of survey records, historic information, and maps of locations, which includes periodic review of sites and in-field site assessments, as needed.
• Assisting Tribal, State, Federal agencies/departments and other individuals, as requested, in their historic preservation efforts and maintaining compliance with Section 106 of the National Historic Preservation Act and the regulatory procedures within 36 CFR 800, Identification of Historic Properties.
• Assisting, as requested, with identification processes to locate historic properties and places of cultural importance to the Mille Lacs Band of Ojibwe and documenting these significant areas, including off-reservation sites.
• Train incoming employees and Tribal Cultural Specialists to operate competently in the field.
• Work with the Tribal GIS data and Information Systems to maintain a digital tracking system for archeological data, inventory, and mapping.
• Organize, attend and conduct virtual and, if appropriate, face-to-face meetings, presentations, and/or webinars to discuss, receive information, provide education, and consult as it relates to Tribal Historic Preservation.
• Implement consultation on behalf of the Mille Lacs Band of Ojibwe following 36 CFR 800 to preserve the history, historic practices, culture, language, sacred sites, and that which is deemed culturally significant to the Mille Lacs Band of Ojibwe, their immediate relatives, and other relations.
• Any other duties as assigned by supervisor

WORKING CONDITIONS:
• Typical hours are 8am-5pm, 40 hours per week, with some overtime as required.
• Stress level is significant and frequent.
• Work is both in and outdoors.
• Threat, risk or personal danger to exposure is moderate.
• Local travel is required.
• Travel outside the state is required.
