SALARY RANGE: $93,711 to $140,567

SUMMARY:
The Court Administrator is responsible for planning, directing, implementing, and managing the day-to-day court operations including case management, procedural and administrative functions, personnel management, fiscal and budgetary management, grant writing and grant administration. This position also serves as the liaison with the Band Government Officials (Elected and Appointed) under the general direction of the Chief Justice.

QUALIFICATIONS:
• Graduate from an accredited college or university with a Bachelor’s degree in business, public administration, court administration or related field required.
• Ten years or more of business administration, public administration, human resources, or equivalent experience required. Experience in Court Administration is preferred but not required.
• Five or more years of supervisory experience, required.
• Proven budget & finance experience, required
• Proven experience with and knowledge of grant writing and grant administration
• Must be willing to attend and travel to the necessary court trainings & seminars as a requirement.
• Thorough knowledge of principles of administration, planning and organization.
• Knowledge of relevant Band and federal laws, ordinances, regulations, and policies pertaining to the operations of courts
• Knowledge of division, department, and Band policies and procedures
• Strong skills in oral and written communication
• Excellent organization and interpersonal skills
• Strong personal computer skills in a Windows environment, including spreadsheet, Word, calendaring, and general office support applications
• Must have a valid driver license and be insurable by the Mille Lacs Band Insurance Policy.
• Must have an unblemished background as criminal background checks will be performed.

DUTIES AND RESPONSIBILITIES:
Leadership and Personnel Management
• Supervise and manage three departments – Court Administration, Peacemaking Program and Family Healing to Wellness Court programs. This position assists the District Judge with supervision of the Law Clerk but only in an administrative capacity.
• Oversite of the Family Healing to Wellness Court in conjunction with the assigned Judicial Officer. Manage and coordinate activities of the Wellness Court. Serves as the liaison for the team and lead in coordinating tasks, seeking training, program planning including, grant development, budget administration, data collection and reporting.
• Technology Management of systems & equipment utilization for the court case management, courtroom audio & video recording system and Laserfiche.
• Work closely with the Chief Justice and the District Judge for administrative matters, such as: court policies, procedures, process: clerk of court manual; procurement & contracts for the department, oversee Guardian ad Litem program, and point of contact for court system management.
• Strategic Planning for Judicial Branch in ordination with the Judicial Management Team.
• Attain evaluations for the Court of Administration and District court and other programs.
• Maintains the court personnel, including hiring, terminations, performance evaluations, motivates, training and disciplinary actions.
• Responsible for the implementation of the Band’s Human Resource policies as they apply to the court including: job posting, interviewing applicants, hiring, job promotions, employee compensation, disciplinary actions, terminations, employee appeal rights and other personnel administration.
• Assists the judge, justices, and the non-judicial staff in complying with all required continuing legal education requirements and other training needs
• Responsible for the procuring and maintenance of the office equipment and office supplies for efficient court operations.

Fiscal and Budgetary Management
• Ensures daily effective and efficient administration and implementation of the court’s budget according to Band law and court policy
• Prepares and submits the court’s biennial budgets for funding court operations for the ensuing two (2) years upon the approval of the Chief Justice.
• Manages fiscal policies and procedures including the preparation, presentation and monitoring of the annual budget, payroll, purchasing and accounts payable
• Meets with Band Assembly, quarterly or as needed to provide status reports and justification for budget requests, expenditures and the fiscal needs and plans of the court.

Case Management
• Implements policies, court rules and Band law as they pertain to administrative matters of the court and makes recommendations to the District Judge and Chief Justice on court policies and court rules for the effective and efficiency administration of justice.
• Oversees the office operations and all procedural manuals for the Clerk of Court and Bailiff, Process Server under the direction of the Chief Justice.
• Ensure efficient and effective case flow management by overseeing the court scheduling, case assignment and file processing; monitors statistical data, and prepares reports.
• Provides the Chief Justice, Appellate Justices, District Judge, and court staff with logistic support as needed for timely processing of all court cases, including office space, courtroom space, Special Magistrate(s), Guardians ad Litem(s), Law clerk(s) and arranging legal research options for the court.
• Administrative rights to the court case management system to ensure cases are processed correctly from the initial filing to final disposition.
• Responsible for annual audit of cases, which include Criminal, Civil, Juvenile, etc.
• Create, develop, and maintain an effective and efficient tracking and filing system.
• Oversee the Court’s Tribal Access Program (TAP)– Reporting for Domestic Violence.
• Manages administrative functions regarding recordkeeping, data & report collection.

Grant Administration
• Responsible for the research, preparation, and submission of grant proposals, as recommended by the District Judge and approved by the Chief Justice.
• Administers and manages all awarded grants of the Judicial Branch.
Researches alternatives for development and implementation of Restorative Justice Programs and other sentencing alternative for the court.

WORKING CONDITIONS:
• Nature of work is such that incumbent experiences regular periods of high stress levels. Primary sources of stress are in dealing with personnel issues, workload, and timelines.
• Work is almost exclusively in doors in a controlled climate area.
• Mild threat of personal danger due to performing clerking duties in the courtroom.
• Hours are typically 8-5, but extra hours may be necessary to meet timelines, maintain workload or due to court hearing being extended. May involve some evening or weekend working.
• Local travel is required, limited travel outside the state is also required.
