Cannabis Compliance Officer

SALARY RANGE: $65,000 - $97,500

SUMMARY

The Department of Cannabis Regulation, codified within Title 15, chapter 5, of Band Statutes, is an independent regulatory agency under the administrative control of a Board of Directors.

The Cannabis Compliance Officer is responsible for conducting compliance inspections, reviewing licensee operations, monitoring regulatory compliance, and assisting with licensing activities for the Department of Cannabis Regulation. This position serves as the Department’s primary field representative and works directly with cannabis businesses, applicants, employees, vendors, and other stakeholders to ensure compliance with Band laws, departmental regulations, licensing requirements, and applicable Compact provisions.

The Cannabis Compliance Officer will plan, conduct, and document routine, complaint-based, and unannounced inspections of licensed cannabis establishments; investigate potential violations; assist with employee and vendor licensing reviews; provide compliance education to licensees; and prepare reports and recommendations for the Director of Operations and Executive Director

QUALIFICATIONS

· Associate’s degree in Criminal Justice, Public Administration, Business Administration, Environmental Health, Regulatory Compliance, Law Enforcement, or a related field and a minimum of three years of compliance, regulatory, investigative, inspection, licensing, law enforcement, or related experience, or a combination of education and experience sufficient to successfully perform the duties of the position.

· Knowledge of regulatory compliance principles, inspection procedures, investigative techniques, and report writing.

· Ability to interpret and apply tribal laws, regulations, policies, administrative procedures, and licensing requirements.

· Ability to gather information, evaluate evidence, maintain accurate records, and prepare detailed reports.

· Strong organizational skills with the ability to manage multiple inspections, investigations, and deadlines.

· Strong computer skills with Windows and Microsoft Office, including Outlook, Excel, Word, and PowerPoint.

· Excellent interpersonal and communication skills with the ability to work professionally and effectively with licensees, applicants, Band officials, state regulators, and community members.

· Ability to de-escalate difficult situations and maintain professionalism during inspections and enforcement activities.

· Experience with and understanding of Native American culture and the ability to demonstrate cultural sensitivity.

DUTIES AND RESPONSIBILITIES

· Conduct routine, follow-up, complaint-based, and unannounced inspections of licensed cannabis establishments.

· Develop and maintain inspection schedules for all licensed facilities and ensure timely completion of required inspections.

· Inspect cultivation, manufacturing, retail, transportation, testing, storage, and other licensed operations for compliance with applicable regulations.

· Review licensed operations, records, inventory controls, security procedures, packaging and labeling requirements, and other regulatory requirements.

· Document inspection findings and prepare detailed inspection reports, notices of deficiency, corrective action requests, and related compliance correspondence.

· Receive, document, and investigate complaints involving licensed cannabis establishments, employees, or vendors.

· Assist in conducting investigations involving alleged violations of Band laws, Department regulations, licensing requirements, or Compact provisions.

· Monitor corrective actions and conduct follow-up inspections to verify compliance.

· Assist in the review and processing of cannabis business, employee, and vendor license applications.

· Verify application information and conduct licensing-related research and background inquiries as authorized by law and Department policy.

· Maintain licensing, inspection, investigative, and compliance records in accordance with Department procedures.

· Prepare recommendations regarding licensing approvals, denials, suspensions, revocations, and enforcement actions.

· Provide technical assistance and compliance education to applicants and licensees regarding regulatory requirements and best practices.

· Coordinate with tribal departments, law enforcement agencies, regulatory agencies, and governmental partners as necessary.

· Prepare reports and recommendations for the Director of Operations, Executive Director, and Board of Directors.

· Attend regulatory meetings, trainings, inspections, and conferences as assigned.

· Assist in the development of departmental policies, procedures, forms, and compliance protocols.

· Other duties as assigned by the Director of Operations or Executive Director.

WORKING CONDITIONS

· The nature of work may be stressful at times due to inspections, investigations, deadlines, regulatory requirements, and interactions with applicants and licensees.

· Work is performed both indoors and outdoors in a variety of environments, including cannabis cultivation, manufacturing, retail, and administrative facilities.

· Hours are typically 8:00 a.m. to 5:00 p.m. Monday through Friday with occasional evening and weekend work as required.

· Moderate local travel is required to conduct inspections and attend meetings.

· Occasional out-of-state travel may be required for training or regulatory conferences.

SPECIAL CONSIDERATIONS

· Must have current Minnesota driver’s license.

· Must have reliable personal transportation.

· Must have proof of current insurance coverage and insurability under the Band’s Auto Insurance Policy.

· Must pass an extensive background, criminal history, and credit check.

· Must pass a pre-employment drug and alcohol test (not to include cannabis).
