The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for two residential renovations at 19203 364th Lane and 36432 193rd Place, both in McGregor. Bids will be due Wednesday June 23, 2021 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday June 24, 2021 at 10:00 AM.

A mandatory Pre-Bid site visit will be held on June 2, 2021 immediately following the pre-bid site visit in Onamia or approximately 1:00 p.m. Pre-bid site visit will start at 19203 364th Lane then continue onto the home on 193rd Place.

General Notes:

  1. It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with the International Residential Code (IRC), and Mille Lacs Band of Ojibwe 2016 MLB Project Specification Book.
  2. All electrical wiring, apparatus and equipment for electric light, heat and power, technology circuits or systems shall comply with the rules of the Department of Commerce or the Department of Labor and Industry, as applicable, and be installed in conformity with accepted standards of construction for safety to life and property.
  3. Contractor must reconnect all utilities, service panel or service feed. Also includes gas, propane. Include such equipment or materials identified in the pre-bid conference.
  4. Contractor will secure all permits and fees.
  5. Contractor is responsible for a thorough investigation of the scope of work.
  6. Contractor will repair any damage to the property or structure created by the scope of work.
  7. NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT COORDINATOR AND /OR MILLE LACS BAND BUILDING OFFICIAL.

Work Scope Description: Unless otherwise noted all work shall be completed according to the 2016 MLB Spec Book.

19203 364th Lane
Exterior:

  1. Demo and replace all damaged; or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match as close to existing as possible. Demo existing corners and replace with color matching Certainteed or LP Smartside one-piece corners per Spec Book.
  2. Demo and replace all damaged; or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  3. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  4. Supply and install missing; or demo and replace damaged window screens.
  5. Pressure wash, scrub and clean all siding and exterior surfaces. This should include removal of beehives.
  6. Remove and dispose of satellite dishes on the roof. Caulk holes or repair damage after removal.
  7. Remove and dispose of cable wires secured around the exterior of the house. Caulk holes in the siding after removal with color matching caulk.
  8. Demo all existing exterior light fixtures. Supply and install new Patriot Lighting dualux LED dual head motion sensor exterior fixtures model: E9201WH.
  9. Supply and install all new LED bulbs for all exterior light fixtures.
  10. Demo and replace damaged or non-matching; or supply and install missing gutter and downspout components, including leaf guards. Properly align downspout on the right side of the garage to discharge into underground pipe.
  11. Clean out all gutters.
  12. Supply and install concrete splashpads per Spec Book.
  13. Remove and dispose of existing concrete garage apron, sidewalk and front stoop. Dig down to stoop footing depth. Demo and replace block foundation and footings for stoop. Backfill with clean fill sand properly compacted. Install expansion joints where new concrete will abut house and garage; and between stoop and sidewalk. Form and pour: new stoop with landing and step, sidewalk and garage apron. Include control joints and install #4 re-bar reinforcement @ 24” o.c. Garage apron should be poured to match garage floor and driveway elevations at abutments. Sidewalk elevation should include slight slope away from the garage and decline from stoop to garage apron abutments. Contractor is responsible for import of all new fill materials and export of any soil materials that cannot be used onsite.
  14. Demo and replace front entry door and frame per the Spec Book, including aluminum clad wrap and brick mould. Finish per Spec Book.
  15. Supply and install new lock set for front entry door. All entry door lock sets to be keyed alike. Knobs and hardware shall have Satin Nickel finish.
  16. Supply and install spec storm door to front entry with chain kit.
  17. Demo patio door. Modify the opening, supply and install Thermotech 60”x42” slider window. After modified, finish this section of exterior wall by in-filling siding (color match to existing), insulation, vapor & air barriers per Spec Book.
  18. Demo and dispose of wood balcony.
  19. Demo and replace overhead garage door, metal jamb flashing and weatherstripping. Match existing colors. Demo and replace overhead door lock.
  20. Supply and install any missing outlet box covers.
  21. Clean out intake and exhaust vents.
  22. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 5’x5’ pad.
  23. Supply and install new a/c condenser, lineset and controller; and install on concrete pad. New condenser shall be Lennox Model: 13ACX.
  24. Supply and install any missing or damaged components to ensure proper function of exterior hose bibs.
  25. Remove and dispose of large PVC pipe being used for sump pump discharge. Supply and install 25’ extension for sump pump discharge.
  26. Demo and replace damaged sewer cap(s).
  27. Supply and install black dirt and seed to repair all areas of the yard disturbed during renovation.

Interior:

  1. Contractor shall provide dehumidification throughout renovation to minimize swelling.
  2. Demo and replace all smoke detectors with spec combo smoke c/o detector to meet code compliance.
  3. Lower level – Spray all exposed framing with mold inhibitor, wash and wipe per instructions. Install spray foam insulation in lower level exterior knee wall cavities. Supply and install all new drywall for walls. Half wall shall have sheet rock top with no cap board installed. Bedroom closets shall be finished as sheetrock openings. Finish per interior item #4.
  4. Patch, texture, prime and paint all damaged interior drywall surfaces. Demo and replace any sections of drywall with heavy molding. Sand any existing drywall areas of texture or seams which do not blend-in well. All (new and existing) texturing to match as closely as possible. Prime all drywall with Zinsser mold killing primer. Repaint all drywall surfaces Dover White.
  5. Demo and replace garage service door and frame. Demo and replace door lock set. To be keyed alike the front and rear entry doors.
  6. Patch and tape garage ceiling drywall to repair hole.
  7. Demo and replace any damaged; or supply and install any missing, damaged or painted receptacle and switch covers.
  8. Demo and replace all grilles, diffusers and return air covers with spec products.
  9. Demo any existing floor vents. Supply and install all new floor vents.
  10. Demo and replace damaged; or supply and install missing interior light fixtures. All fixtures and bulbs shall be per Spec Book schedule.
  11. Install new LED bulbs throughout the interior.
  12. Demo all existing flooring; and replace with Congoleum Sunstone vinyl flooring. Supply and install new underlayment on main floor. Grind and prep subfloor for neat even finished appearance.
  13. Demo and replace vinyl flooring and edging strips on stairs.
  14. Demo and replace damaged; or supply and install missing stair railing components, including spindles, balusters, hardware and toprail.
  15. Demo and replace lower kitchen and island cabinets, countertops and hardware per provided Sugarmaple plans. Stain finish and hardware to match existing. Countertop selection is 7736-58 Butterum Granite.
  16. Demo and replace damaged; or supply and install missing pantry and upper kitchen cabinet components. Match existing finishes and hardware.
  17. Demo and replace kitchen sink, faucet and side sprayer per Spec Book.
  18. Demo existing range hood. Supply and install new range hood per Spec Book. Include venting to exterior and conceal.
  19. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW. Remove and dispose of existing if they are still in the house.
  20. Remove and dispose of front entry closet bi-fold doors and hardware. Supply and install pre-hung double doors.
  21. Demo and replace all damaged; or supply and install missing interior pre-hung doors. Match existing finishes.
  22. Supply and install all new trim for newly installed pre-hung doors. Match existing finishes.
  23. Lower level bedroom closets shall be finished as sheetrock openings without any casing.
  24. Supply and install door-stops throughout with spec products.
  25. Demo and replace damaged; or supply and install missing interior door hardware, including: knobs, strike plates, hinges per Spec Book. All shall have Satin Nickel finish.
  26. Upper level - Demo and replace any damaged; or supply and install any missing baseboards, trim, jambs or casing. If existing wood is reused, it should be free of mold, water staining, cracking and excessive paint. Match to existing finishes.
  27. Lower level – Supply and install vinyl base. Vinyl selection is 29 Moon Rock.
  28. Demo and replace any damaged; or supply and install any missing window components throughout.
  29. Thoroughly clean all window surfaces.
  30. Demo all window extension jambs. Supply and install materials and labor to finish all windows with sheetrock return jambs and a pvc trim board sill. Finish sheetrock per interior item #5.
  31. Provide and install window blinds throughout with Spec product. Dispose of any existing.
  32. Upper bathroom: Contractor shall:
    a. Demo and replace bath vanity per provided Sugar Maple plan set.
    b. Demo and replace cultured marble vanity top per Spec Book.
    c. Demo and replace faucet.
    d. Demo and replace toilet stool.
    e. Thoroughly clean and recaulk tub/shower.
    f. Demo and replace shower trim set, including showerhead.
    g. Demo and replace damaged; or supply and install missing bath accessories.
    h. Supply and install Spec model bath fan.
    i. Supply and install vinyl base.
  33. Lower bathroom: Contractor shall:
    a. Supply and install bath vanity per provided Sugar Maple plan set.

  37. Demo and replace water heater per Spec Book.
  38. Demo and replace furnace per Spec Book. New furnace shall be installed with A-coil.
  39. Supply and install new furnace thermostat model: Honeywell T6 Pro Series TH6210U2001.
  40. Demo and replace HRV unit.
  41. Demo and replace sump pump.
  42. Demo and replace sewage lift pump.
  43. Demo and replace laundry tub and faucet per Spec Book.
  44. Supply and install missing; or demo and replace damaged plumbing lines throughout the home.
  45. Contractor shall test water system after repairing and check for leaks. Contractor shall notify Owner if any problems are discovered.
  46. Insulate exposed plumbing pipes in mechanical room per Spec Book.
  47. Thoroughly clean all interior surfaces.
  48. Have all ductwork cleaned at the start of the project; and prior to punchlist.
  49. Housing shall maintain utilities throughout construction.
  50. Include $10,000 allowance in base bid for concealed damages.
  51. Contractor shall include 0.5% TERO tax fee in base bid. Submission of receipt for paid TERO fee is required with application for final payment.
  52. Construction shall be permitted through the MLBO.

Note: Exterior work scope item #1, interior work scope items #15, 16 & 17 were removed from this work scope as Housing Maintenance will complete this work.

36432 193rd Place
Exterior:

  1. Tear-off and replace existing house roofing. Include ice & water installation, replacement of underlayment, drip edge, valley metal flashings, roof jacks, bath fan exhaust covers, ridge vent/ attic exhaust vents, step flashings and any other accessories which may be present. Timberline shingles selection: Birchwood. Remove and dispose of satellite dish(es). Caulk screw holes or repair any damage to the roof.
  2. Demo and replace all damaged; or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match as close to existing as possible.
  3. Demo and replace all damaged; or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  4. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms. Exclude replacement of any operating side glass or sashes, as those will be replaced by Housing Maintenance.
  5. Supply and install missing; or demo and replace damaged window screens.
  6. Pressure wash, scrub and clean all siding and exterior surfaces. This should include removal of beehives.
  7. Remove and dispose of cable wires secured around the exterior of the house. Caulk holes in the siding after removal with color matching caulk.

  15. Demo and replace rear entry door and frame per the Spec Book, including aluminum clad wrap and brick mould. Finish per Spec Book.
  16. Supply and install new lock sets for both front and rear entry doors. All entry door lock sets to be keyed alike. Knobs and hardware shall have Satin Nickel finish.
  17. Supply and install spec storm doors to front and back entries with chain kits.
  18. Demo and replace damaged; or supply and install missing decking, railing, spindles, stair treads or hardware.
  19. Demo and replace overhead garage door, metal jamb flashing and weatherstripping. Match existing colors. Demo and replace overhead door lock.
  20. Supply and install any missing outlet boxes and/ or covers.
  21. Clean out intake and exhaust vents.
  22. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 5’x5’ pad.

Bid Alternate #1 36432 193rd Place:
Provide cost difference to:
a. demo the rear entry door, modify opening, supply and install a 36”x42” window. After modified, finish this section of exterior wall by in-filling siding (color match to existing), insulation, vapor & air barriers per Spec Book;
b. and remove and dispose of the deck;
instead of installing a 3’0 entry door with storm door and repairing the deck as listed in items # 15, 16,17 & 18 of the exterior work scope.

Specified Product Substitutions: All proposed product substitutions must be approved by the Project Coordinator 5 days prior to bid. Any approved substitutions, will be made available to all bidders.

Bidding notes:

**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.

PROPOSALS NOT SUBMITTED IN THIS MANNER WILL BE REJECTED.

Licensing:

  1. Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. PERMIT AND CONTRACTOR REQUIREMENTS:
Permits: Contractors are responsible to attain all necessary permits for all work, including Mille Lacs Band of Ojibwe (MLBO) Permits. Site will also require city permitting.

Bonding Requirements: In accordance with 2016 MLB Project Specification Book. Please note that bonding requirements on Mille Lacs Band Funded Residential projects has changed. All projects over $50,000 require bonding regardless of company ownership.

MLBSA Section 17 Procurement Statue Ordinance 03-06 states the following:

A. For all Band funded residential construction projects, a performance bond is required for contracts in excess of $50,000.00. The performance bond shall be at a minimum twenty (20%) percent of the contract price, but not in excess of $500,000.00.
