The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for 3 residential renovations located at 44746 Ziigwan Circle, 17162 Wabashkiki Drive and 17479 Noopiming Lane, all in Onamia, MN 56359. Bids will be due Wednesday February 3, 2019 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday February 4, 2019 at 8:30 AM.

A mandatory Pre-Bid site visit will be held on Monday, January 11, 2021 at 10:00 am. Site visit will start at 44746 Ziigwan Circle then continue onto 17162 Wabashkiki Drive and ending at 17479 Noopiming Lane.

General Notes:

  1. It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with the International Residential Code (IRC), and Mille Lacs Band of Ojibwe 2016 MLB Project Specification Book.
  2. All electrical wiring, apparatus and equipment for electric light, heat and power, technology circuits or systems shall comply with the rules of the Department of Commerce or the Department of Labor and Industry, as applicable, and be installed in conformity with accepted standards of construction for safety to life and property.
  3. Contractor must reconnect all utilities, service panel or service feed. Also includes gas, propane. Include such equipment or materials identified in the pre-bid conference.
  4. Contractor will secure all permits and fees.
  5. Contractor is responsible for a thorough investigation of the scope of work.
  6. Contractor will repair any damage to the property or structure created by the scope of work.
  7. NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT COORDINATOR AND /OR MILLE LACS BAND BUILDING OFFICIAL.

Work Scope Description: Unless otherwise noted all work shall be completed according to the 2016 MLB Spec Book.

44746 Ziigwan Circle
Exterior:

  1. Demo and replace all damaged; or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match existing.
  2. Demo and replace overhead garage door, metal jamb flashing and weatherstripping. Repair/ straighten railing, as needed.
  3. Demo and replace all damaged; or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  4. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  5. Supply and install missing; or demo and replace damaged window screens.
  6. Pressure wash, scrub and clean all siding and exterior surfaces.
  7. Remove and dispose of cable wires secured around the exterior of the house. Contractor shall caulk holes in the siding after removal with color matching caulk.
  8. Remove and dispose of the existing dishes installed on the roof. Contractor shall caulk screw holes or repair any damage to the roof.
  9. Demo existing exterior light fixtures. Supply and install all new Spec Bk exterior light fixtures.
  10. Supply and install all new LED bulbs for all exterior light fixtures.
  11. Demo and replace damaged; or supply and install missing gutter and downspout components, including leaf guards.
  12. Contractor shall clean out all gutters.
  13. Supply and install missing concrete splashpads per Spec Book. Contractor shall move splashpads as needed after repairing grade.
  14. Demo and replace front entry frame and door per the Spec Book.
  15. Demo patio door. Save any working hardware to be returned to Housing Maintenance. Modify the opening to fit 3’ entry door per Spec Book. Supply and install spec entry door, frame and brick mould. After modified, finish this section of exterior wall by in-filling siding (color match to existing), insulation, vapor & air barriers per Spec Book.
  16. Supply and install new lock sets for both front and rear entry doors. All entry door lock sets to be keyed alike. Doors shall have levers not knobs.
  17. Demo existing front storm door. Supply and install spec storm doors to front and back entries with chain kits.
  18. Demo garage apron and 3 sections of sidewalk furthest from the front stoop. Demo existing buried perforated drain pipe, as it serves no purpose. Supply and install fill sand as needed to correct grade and prep area. Install expansion joints between new concrete and garage abutments. Pour new concrete with the same control joint locations as the existing. New concrete elevations shall ensure that all runoff is directed away from the foundation; and matches adjacent concrete and asphalt elevations.
  19. Remove paving bricks in the front yard to the right of the sidewalk.
  20. Demo existing foundation flashing. Supply and install metal cap and flashing to cover foam insulation per Spec Book. New flashing shall match color of the existing.
  21. Repair grade around the perimeter of the home next to the foundation flashing and in the front yard, including installation of black dirt and seeding.
  22. Supply and install any missing outlet box covers.
  23. Contractor shall clean out intake and exhaust vents.
  24. Demo existing condenser pad. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 5’x5’ pad.
  25. Contractor shall move existing A/C condenser and install onto concrete pad. Contractor may need to drain, disconnect, reconnect and/ or recharge condenser.
  26. Demo and replace damaged caps for sewer inspection pipes.
  27. Supply and install a 9-1-1 sign to be installed above the overhead garage door.
  28. Demo and dispose of shed and storm shelter in yard. Demo and dispose of miscellaneous yard debris.

Interior:

  1. Contractor shall provide dehumidification throughout renovation to minimize swelling.
  2. Remove and dispose of any remaining belongings or trash within the house.
  3. Demo and replace all smoke detectors with spec combo smoke c/o detector to meet code compliance.
  4. Install sheet rock for modified rear entry door opening. Texture, paint and finish, including installation of baseboard and shoe stained to match existing finish.
  5. Patch, texture, prime and paint all damaged interior drywall surfaces. Demo and replace any sections of drywall with heavy molding. Texturing to match existing as closely as possible, if not already textured. Prime all drywall with Zinsser mold killing primer. Repaint all drywall surfaces Dover White.
  6. Supply and install sheetrock to cover garage ceiling poly and insulation; and tape.
  7. Demo and replace garage service door and frame. Demo and replace door lock set. To be keyed alike the front and rear entry doors.
  8. Demo and replace any damaged; or supply and install any missing, damaged or painted receptacle and switch covers.
  9. Demo and replace all grilles, diffusers, return air covers and floor vents with spec products.
  10. Demo all existing interior light fixtures and replace with Spec products, to include all new light bulbs per Spec Book schedule.
  11. Install new LED bulbs throughout the interior.
  12. Demo all existing flooring; and supply and install Congoleum Oasis Beige vinyl flooring throughout except in mechanical room.
  13. Demo and replace countertop, sink and lower kitchen cabinets. Supply and install new knobs to match existing. Demo and replace damaged; or supply and install missing upper cabinet components. New stain finish and hardware to match existing.
  14. Demo and replace kitchen faucet and side sprayer per Spec Book.
  15. Demo existing range hood and replace with Spec model. Contractor shall include venting to exterior and conceal.
  16. Demo existing dishwasher and replace with Whirlpool WDF520PADW Spec model.
  17. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW. If existing are still in the house at the start of renovation, Project Coordinator shall coordinate removal by Housing Maintenance.
  18. Demo and replace any damaged; or supply and install any missing baseboards, base shoe, trim, jambs or casing. If existing wood is reused, it should be free of water staining, cracking and excessive paint. Match to existing finishes.
  19. Demo wood baseboards in bathroom and mechanical room. Supply and install vinyl base 09 Clay.
  20. Demo and replace all bottom window extension jambs. Include spray foam during installation. Match existing finishes.
  21. Demo and replace any damaged; or supply and install any missing window trim or casing. If existing wood is reused, it should be free of water staining, cracking and excessive paint. Match to existing finishes.
  22. Demo and replace any damaged; or supply and install any missing window components.
  23. Thoroughly clean all window surfaces.
  24. Demo and replace damaged; or supply and install missing interior door hardware, hinges, strike plates or door stops. Match existing.
  25. Demo all existing door knobs and replace with levers. Match existing hardware finishes.
  26. Adjust all interior doors.
  27. Remove and dispose of bi-fold closet doors and hardware. Closets shall remain as cased openings.
  28. Demo and replace bath vanity and top. Supply and install new knobs. Match existing finishes and hardware.
  29. Demo and replace bath faucet.
  30. Demo and replace toilet stool.
  31. Thoroughly clean tub and showers; and recaulk.
  32. Demo and replace both shower trim sets.
  33. Demo existing bath fan. Supply and install Spec model, vented to exterior.
  34. Demo existing bath accessories and replace per Spec Book.
  35. Demo any existing; and supply and install new wire shelving per Spec Book.
  36. Demo existing pocket door to laundry room. Supply and install new pre-hung door and frame to match existing stain and hardware finishes.
  37. Thoroughly clean mechanical room floor and paint per Spec Book. Install vinyl base.
  38. Service existing furnace and HRV unit.
  39. Demo existing furnace thermostat and install Honeywell T6 Pro Series TH6210U2001.
  40. Contractor shall test existing in-floor heating system. If system is not functioning, contractor shall abandon all of system’s components.
  41. Contractor shall replace cartridge in whole house filter.
  42. Supply and install water meter per Spec Book.
  43. Provide and install Whirlpool washer model: WTW4855HW with hose and Whirlpool dryer model: WED4850HW with cord.
  44. Supply and install wall mounted laundry tub and faucet per Spec Book.
  45. Provide and install window blinds throughout with Spec product. Dispose of any existing.
  46. Thoroughly clean all interior surfaces.
  47. Contractor shall have all ductwork cleaned.
  48. Include a $10,000.00 contingency allowance to be used at Project Coordinator’s discretion for needed repairs discovered after the project has commenced.
  49. Contractor shall include 0.5% TERO tax fee in base bid. Submission of receipt for paid TERO fee is required with application for final payment.
  50. Construction shall be permitted through the MLBO.

17162 Wabashkiki Drive
Exterior:

  6. Supply and install missing insulation and poly in garage exterior and common wall. Patch and tape to repair damaged areas of sheetrock in garage.
  7. Install new electrical service feeds, including junction boxes, if needed. Update electrical panel labeling.
  8. Supply and install attic access cover after MLB Housing Weatherization has re-insulated the attic.
  9. Demo and replace overhead garage door opener.
  10. Demo and replace any damaged; or supply and install any missing, damaged or painted receptacle and switch covers.
  11. Demo and replace any damaged; or supply and install any damaged or missing grilles, diffusers and return air covers with spec products.
  12. Demo any existing floor vents. Supply and install all new floor vents.
  13. Demo and replace any damaged; or supply and install any missing interior light fixtures with Spec products, to include all new light bulbs per Spec Book schedule.
  14. Install new LED bulbs throughout the interior.
  15. Demo carpeting; and replace with Congoleum Oasis Beige vinyl flooring. Demo and replace damaged patches of existing vinyl flooring. Areas with prominent gouges and tears shall be replaced.
  16. Demo and replace kitchen and island cabinet toe kick, all doors and drawer fronts. Supply and install new knobs. Demo and replace damaged; or supply and install missing cabinet components. Stain finish and hardware to match existing.
  17. Existing countertop and sink to remain but demo and replace faucet and side sprayer per Spec Book.

  5. Demo exterior lights mounted on the side of the garage. Repair soffit after removal.
  6. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  7. Supply and install missing; or demo and replace damaged window screens.

  13. Demo any existing flooring; and supply and install Congoleum Sunstone vinyl flooring throughout except in mechanical room.
  14. Demo and replace countertop, sink, lower kitchen and island cabinets. New countertop to be 7735-58 Butterum Granite. Demo and replace upper kitchen cabinet doors. Supply and install new knobs to match existing. Demo and replace damaged; or supply and install missing cabinet components. Stain finish and hardware to match existing.
  15. Demo and replace faucet and side sprayer per Spec Book.
  16. Demo existing range hood and replace with Spec model. Contractor shall include venting to exterior and conceal.

  30. Demo and replace toilet stool.
  31. Thoroughly clean tub/ shower and recaulk.
  32. Demo and replace shower trim set.
  33. Demo existing bath accessories; supply and install new per Spec Book.
  34. Contractor shall demo any existing; and supply and install new wire shelving per Spec Book.
  35. Thoroughly clean mechanical room floor and paint per Spec Book. Install vinyl base.
  36. Service existing furnace and HRV unit. For bid alternate #3: Provide cost to: demo and replace the existing furnace with Spec model including a-coil; and demo and replace the HRV unit with Spec model.
  37. Contractor shall test existing in-floor heating system. If system is not functioning, contractor shall abandon all of system’s components.
  38. Demo plumbing lines for now removed water softener.
  39. Ensure that water meter is hooked up and functioning.
  40. Provide and install Whirlpool washer model: WTW4855HW with hose and Whirlpool dryer model: WED4850HW with cord.
  41. Provide and install window blinds throughout with Spec product. Dispose of any existing.
  42. Thoroughly clean all interior surfaces.

Bid Alternate #2 (17162 Wabashkiki Drive): Provide cost to demo existing garage apron and corner sidewalk section. Contractor shall supply and install any clean fill necessary and compact to prep the area. The new concrete shall match the elevation of the existing adjacent concrete and asphalt elevations.

Bid Alternate #3 (17479 Noopiming Lane): Provide unit cost for each: demo existing HRV and replace with Spec model; demo existing furnace with and thermostat and replace with Spec model furnace, including A-coil and thermostat model: Honeywell T6 Pro Series TH6210U2001.

Bid Alternate #4 (17479 Noopiming Lane): Provide cost to demo existing garage apron and corner sidewalk section. Contractor shall supply and install any clean fill necessary and compact to prep the area. The new concrete shall match the elevation of the existing adjacent concrete and asphalt elevations.

Bid Alternate #5: Provide cost to demo existing garage door opener and replace with Liftmaster 8365W, including 2 remotes, push button at wall inside garage and exterior key pad.

Specified Product Substitutions: All proposed product substitutions must be approved by the Project Coordinator 5 days prior to bid. Any approved substitutions, will be made available to all bidders.

Mobilization:

  1. The Contractor shall be capable of mobilizing his equipment and crews within seven days of the receipt of Notice to Proceed.
  2. Contractor shall provide means and methods for all building phases of construction.

COMMUNITY DEVELOPMENT/PROJECT MANAGEMENT RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS FOR ANY REASON.

COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.

  2. All Contractors (including subcontractors) must comply with Davis Bacon wage requirements.

    b. Completed schedule of values for each house (billing worksheet page 2)
    c. A copy of Current MLB Vendor’s License (or a copy of the submitted application)

    e. Completed and signed copy of the TERO Compliance Plan
    f. A copy of Subcontractor/Material Supplier list
    g. A copy of valid State of Minnesota Contractor’s License
    h. A copy of Authorized Signature Sheet (submitted with first bid submittal)

**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.

Licensing:

  1. Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. PERMIT AND CONTRACTOR REQUIREMENTS:
Permits: Contractors are responsible to attain all necessary permits for all work, including Mille Lacs Band of Ojibwe (MLBO) Permits.

Bonding Requirements: In accordance with 2016 MLB Project Specification Book. Please note that bonding requirements on Mille Lacs Band Funded Residential projects has changed. All projects over $50,000 require bonding regardless of company ownership.

MLBSA Section 17 Procurement Statue Ordinance 03-06 states the following:

Section 17. Bonding

A. For all Band funded residential construction projects, a performance bond is required for contracts in excess of $50,000.00. The performance bond shall be at a minimum twenty (20%) percent of the contract price, but not in excess of $500,000.00.
