The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for 3 residential renovations located at 42921 Wind Lane, 17215 Virgo Rd and 17611 Ookwemin Loop, all in Onamia, MN 56359. Bids will be due Wednesday February 10, 2021 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday February 11, 2021 at 8:30 AM.

A mandatory Pre-Bid site visit will be held on January 21, 2021 at 10 am. Site visit will start at 42921 Wind Lane then continue onto Virgo Rd and Ookwemin Loop sites.

General Notes:

  1. It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with the International Residential Code (IRC), and Mille Lacs Band of Ojibwe 2016 MLB Project Specification Book.
  2. All electrical wiring, apparatus and equipment for electric light, heat and power, technology circuits or systems shall comply with the rules of the Department of Commerce or the Department of Labor and Industry, as applicable, and be installed in conformity with accepted standards of construction for safety to life and property.
  3. Contractor must reconnect all utilities, service panel or service feed. Also includes gas, propane. Include such equipment or materials identified in the pre-bid conference.
  4. Contractor will secure all permits and fees.
  5. Contractor is responsible for a thorough investigation of the scope of work.
  6. Contractor will repair any damage to the property or structure created by the scope of work.
  7. NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT COORDINATOR AND /OR MILLE LACS BAND BUILDING OFFICIAL.

Work Scope Description: Unless otherwise noted all work shall be completed according to the 2016 MLB Spec Book.

42921 Wind Lane
Exterior:

  1. Demo and replace all damaged; and/ or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match existing.
  2. Demo and replace all damaged; and/ or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  3. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  4. Supply and install missing; and/ or demo and replace damaged window screens.
  5. Pressure wash, scrub and clean all siding and exterior surfaces.
  6. Remove and dispose of the existing dishes installed on the roof. Contractor shall caulk screw holes or repair any damage to the roof.
  7. Demo and replace damaged; and/ or supply and install missing exterior light fixture components.
  8. Supply and install all new LED bulbs for all exterior light fixtures.
  9. Demo and replace damaged; or supply and install missing gutters and downspouts.
  10. Contractor shall clean out all gutters.
  11. Demo and replace front entry door and frame per the Spec Book. Finish per Spec Book. Supply and install new lock set.
  12. Demo and replace rear entry door and frame per the Spec Book. Finish per Spec Book. Supply and install new lock set.
  13. All entry door lock sets to be keyed alike.
  14. Demo existing front storm door. Supply and install spec storm doors to front and back entries with chain kits.
  15. Straighten overhead garage door bent railing. Demo and replace metal jamb flashing and weatherstripping. Match existing color.
  16. Demo all decking, railing, spindles, stair stringers and stair treads with only the existing deck frame to remain. Supply and install all new components and hardware to rebuild.
  17. Demo and replace damaged foundation flashing. New flashing shall match the existing.
  18. Repair grade around the perimeter of the home next to the foundation flashing, including installation of black dirt and seeding. Include black dirt and seed to repair the ruts by the back deck.
  19. Supply and install any missing outlet box covers.
  20. Contractor shall clean out all intake and exhaust vents.
  21. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 4’x4’ pad.
  22. Contractor shall move existing A/C condenser and install onto concrete pad. Contractor may need to drain, disconnect, reconnect and/ or recharge condenser.
  23. Well – Demo and replace well pump. Contractor shall be responsible for disinfecting the existing well; and testing for coliform bacteria and nitrates.
  24. Contractor shall supply and install a 9-1-1 sign above the overhead garage door.

Interior:

  1. Contractor shall provide dehumidification throughout renovation to minimize swelling.
  2. Demo and replace all smoke detectors with spec combo smoke c/o detector to meet code compliance.
  3. Patch, texture, prime and paint all damaged interior drywall surfaces (include hole cut in lower level ceiling to repair plumbing). Texturing to match existing as closely as possible, if not already textured. Repaint all drywall surfaces Dover White.
  4. Demo and replace garage service door and frame. Demo and replace door lock set.
  5. Contractor shall straighten and secure handrail for steps inside garage.
  6. Demo and replace damaged; or supply and install missing hand rail components for upper or lower stairway, including hand rail, spindles and hardware.
  7. Demo and replace any damaged; or supply and install any missing, damaged or painted receptacle and switch covers.
  8. Demo and replace any damaged; or supply and install any damaged or missing grilles, diffusers and return air covers with spec products.
  9. Demo any existing floor vents. Supply and install all new floor vents.
  10. Demo and replace any damaged or non-Spec product; or supply and install any missing interior light fixtures with Spec products, to include all new light bulbs per Spec Book schedule.
  11. Install new LED bulbs throughout the interior.
  12. Demo damaged vinyl flooring sections; and patch with new Congoleum Lantern Glow vinyl flooring. Squares with scratches only can remain. Squares with tears or large gouges shall be replaced. Contractor shall verify selection and availability.
  13. Demo and replace damaged or mismatched; or supply and install missing kitchen and island cabinet doors, drawers, hardware shelves or other components. Stain and hardware finish to match existing.
  14. Demo and replace kitchen sink faucet and side sprayer.
  15. Recaulk kitchen sink.
  16. Demo and replace range hood per Spec Book.
  17. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW.
  18. Demo and replace any damaged; or supply and install any missing baseboards, baseshoe, trim, jambs or casing. Match to existing finishes. Woodwork should be free of water staining, mold and excessive paint.
  19. Demo and replace any damaged; or supply and install any missing window components.
  20. Thoroughly clean all window surfaces.
  21. Demo and replace any damaged; or supply and install any missing bath vanity doors, drawers, knobs or hardware on either bath vanity. Match existing finishes. Applies to both bathrooms.
  22. Demo and replace both bath sink faucets per Spec Book.
  23. Demo and replace damaged; or supply and install missing shelving. New shelving shall be wire per Spec Book.
  24. Supply and install new Spec model bath fans.
  25. Demo and replace both toilet stools.
  26. Demo and replace both shower trim sets.
  27. Thoroughly clean and recaulk both tub/ shower surrounds.
  28. Demo and replace damaged or non-Spec product; or supply and install missing bath accessories.
  29. Demo and replace all interior pre-hung doors and frames. Match existing finishes.
  30. Supply and install any missing door-stops throughout with spec product.
  31. Demo all existing interior door hardware, including: knobs, strike plates, hinges; supply and install new per Spec Book. All new knobs and hardware shall have Satin Chrome finish.
  32. Supply and install drywall to finish mechanical room. Tape, prime, texture and finish per interior item #3.
  33. Supply and install water softener per Spec Book.
  34. Contractor shall complete water conditioning test and set existing softener hardness accordingly.
  35. Service existing furnace and HRV unit.
  36. Insulate exposed plumbing pipes in mechanical room.
  37. Clean and paint mechanical room floor. Supply and install vinyl base.
  38. Provide and install window blinds throughout with Spec product. Dispose of any existing.
  39. Thoroughly clean all interior surfaces.
  40. Contractor shall have all ductwork cleaned.
  41. Include a $10,000 contingency allowance to be used at Project Coordinator’s discretion for needed repairs discovered after the project has commenced.
  42. Contractor shall include 0.5% TERO tax fee in base bid. Submission of receipt for paid TERO fee is required with application for final payment.
  43. Construction shall be permitted through the MLBO.

17215 Virgo Rd
Exterior:

  1. Demo and replace all damaged; or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match existing.
  2. Demo and replace all damaged; or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  3. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  4. Supply and install missing; or demo and replace damaged window screens.
  5. Pressure wash, scrub and clean all siding and exterior surfaces.
  6. Remove and dispose of cable wires secured around the exterior of the house. Contractor shall caulk holes in the siding after removal with color matching caulk.
  7. Remove and dispose of the existing dishes installed on the roof. Contractor shall caulk screw holes or repair any damage to the roof.
  8. Demo existing exterior light fixtures. Supply and install all new Spec Bk exterior light fixtures.
  9. Supply and install all new LED bulbs for all exterior light fixtures.
  10. Demo and replace damaged; or supply and install missing gutter and downspout components, including leaf guards.
  11. Contractor shall clean out all gutters.
  12. Demo and replace front entry door, frame and brick mould per the Spec Book.
  13. Demo patio door. Save any working hardware to be returned to Housing Maintenance. Modify the opening to fit 3’ entry door per Spec Book. Supply and install spec entry door, frame and brick mould. After modified, finish this section of exterior wall by in-filling siding (color match to existing), insulation, vapor & air barriers per Spec Book.
  14. Supply and install new lock sets for both front and rear entry doors. All entry door lock sets to be keyed alike. Lever door handles shall be installed with a Satin Chrome finish.
  15. Demo existing front storm door. Supply and install spec storm doors to front and back entries with chain kits.
  16. Demo and replace overhead garage door, including railing, metal jamb flashing and weatherstripping. Match existing colors.
  17. Demo and replace damaged foundation flashing. New flashing shall match the existing.
  18. Repair grade around the perimeter of the home next to the foundation flashing, including installation of black dirt and seeding.
  19. Supply and install any missing outlet box covers.
  20. Contractor shall clean out intake and exhaust vents.
  21. Supply and install spec AC unit condenser, controller and lineset.
  22. Demo existing condenser pad. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 5’x5’ pad.
  23. Supply and install any missing or damaged components to ensure proper function of exterior hose bibs.
  24. Contractor shall establish new electrical service and meter installation, including off-peak electric for the in-floor heat.
  25. Repair conduit on the well case so that wiring is covered.
  26. Well – Demo and replace well pump. Contractor shall be responsible for disinfecting the existing well; and testing for coliform bacteria and nitrates.

Interior:

  1. Contractor shall provide dehumidification throughout renovation to minimize swelling.
  2. Remove and dispose of any remaining belongings or trash within the house.
  3. Demo and replace all smoke detectors with spec combo smoke c/o detector to meet code compliance.
  4. Install sheet rock for modified rear entry door opening. Texture, paint and finish, including installation of baseboard and shoe stained to match existing finish.
  5. Patch, texture, prime and paint all damaged interior drywall surfaces. Demo and replace any sections of drywall with heavy molding. Texturing to match existing as closely as possible, if not already textured. Prime all drywall with Zinsser mold killing primer. Repaint all drywall surfaces Dover White.
  6. Demo and replace garage service door and frame. Demo and replace door lock set. To be keyed alike the front and rear entry doors.
  7. Supply and install missing insulation and poly in garage common wall. Patch and tape to repair damage to garage firewall.
  8. Supply and install attic access cover.
  9. Demo and replace overhead garage door opener.
  10. Demo and replace any damaged; or supply and install any missing, damaged or painted receptacle and switch covers.
  11. Demo and replace any damaged; or supply and install any damaged or missing grilles, diffusers and return air covers with spec products.
  12. Demo and replace any damaged or non-Spec; or supply and install any missing interior light fixtures with Spec products, to include all new light bulbs per Spec Book schedule.
  13. Install new LED bulbs throughout the interior.
  14. Demo all flooring; and replace with Congoleum Oasis Beige vinyl flooring.
  15. Demo and replace all lower kitchen and island cabinets and hardware. Demo and replace all upper kitchen cabinet doors. Demo and replace damaged; or supply and install missing upper cabinet components. Stain finish and hardware to match existing.
  16. Reinstall existing kitchen cabinet and island countertops. Existing sink to remain but demo and replace faucet and side sprayer per Spec Book.
  17. Demo and replace range hood with Spec model.
  18. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW.
  19. Demo existing dishwasher and install with Spec model WDF520PADW.
  20. Demo and replace any damaged; or supply and install any missing baseboards, trim, jambs or casing. If existing wood is reused, it should be free of water staining, cracking and excessive paint. Match to existing finishes.
  21. Demo and replace all window extension jambs. Include spray foam during installation. Match existing finishes.
  22. Thoroughly clean all window surfaces.
  23. Demo and replace all interior pre-hung doors and frames. Match existing finishes.
  24. Supply and install door-stops throughout with spec product.
  25. Demo all existing interior door hardware, including: levers, strike plates, hinges; supply and install new per Spec Book. Doors shall receive levers in Satin Chrome finish.
  26. Demo and replace bath vanity and linen cabinet. Match existing stain and hardware finishes. Existing vanity top may be cleaned and reinstalled.
  27. Demo and replace bath faucet.
  28. Demo and replace toilet stool.
  29. Thoroughly clean tub/ shower and recaulk.
  30. Demo and replace shower trim set.
  31. Demo and replace damaged; or supply and install missing bath accessories per Spec Book.
  32. Demo and replace bath fan with Spec model.
  33. Demo and replace damaged; or supply and install missing vinyl base in mechanical, laundry and bathroom.
  34. Demo and replace damaged; or supply and install missing shelving. All shelving shall be wire per Spec Book.
  35. Clean and paint mechanical/ laundry room floor per Spec Book.
  36. Contractor shall complete water conditioning test and set existing softener hardness accordingly.
  37. Contractor shall replace whole house filter cartridge.
  38. Insulate exposed plumbing pipes in mechanical room per Spec Book.
  39. Service existing furnace and HRV unit.
  40. Contractor shall test existing in-floor heating system. If system is not functioning, contractor shall abandon all of system’s components.
  41. Supply new washer valve box.
  42. Provide and install Whirlpool washer model: WTW4855HW with hose and Whirlpool dryer model: WED4850HW with cord.
  43. Demo and replace laundry tub faucet.
  44. Provide and install window blinds throughout with Spec product. Dispose of any existing.
  45. Thoroughly clean all interior surfaces.
  46. Contractor shall have all ductwork cleaned.
  47. Include a $7,500.00 contingency allowance to be used at Project Coordinator’s discretion for needed repairs discovered after the project has commenced.
  48. Contractor shall include 0.5% TERO tax fee in base bid. Submission of receipt for paid TERO fee is required with application for final payment.
  49. Construction shall be permitted through the MLBO.

17611 Ookwemin Loop
Exterior:

  1. Demo and replace all damaged; or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match existing (full exterior of duplex).
  2. Demo and replace all damaged; and/ or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing. (full exterior of duplex)
  3. Pressure wash all exterior surfaces (including 17609 Ookwemin Loop side).
  4. Remove and dispose of existing dishes installed on the roof. Contractor shall caulk screw holes or repair any damage to the roof (to include both sides of the duplex).
  5. Demo and replace exterior light fixtures per Spec Book.
  6. Supply and install all new LED light bulbs.
  7. Demo patio door. Modify the opening to fit 3’ entry door per Spec Book. Supply and install spec entry door, frame and brick mould After modified, finish this section of exterior wall by in-filling siding (color match to existing), insulation, vapor & air barriers per Spec Book.
  8. Demo and replace front entry door, frame and brick mould.
  9. Supply and install new lock sets for front and rear entry doors per Spec Book; to be keyed alike.
  10. Supply and install spec storm doors to front and back entries with chain kits.
  11. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  12. Demo and replace damaged; or supply and install missing screens.
  13. Demo and replace vinyl wrap on front stoop posts.
  14. Demo and dispose of existing a/c bases. Provide materials and labor to construct a 5’x5’ concrete a/c pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 5’x5’ pad. (provide 1 for each unit)
  15. Move each existing A/C condenser and install onto each concrete pad. Contractor may need to drain, disconnect, reconnect and/ or recharge each condenser.
  16. Supply and install any missing outlet box covers.
  17. Clean out all intake and exhaust vents.
  18. Demo and replace damaged or missing gutter and downspout components, including leaf guards; and secure all (full exterior of duplex). Re-align the gutter located in the center on the front side of structure with the underground draintile discharge.
  19. Cleanout all gutters (full exterior of duplex).
  20. Supply and install any missing or damaged components to ensure proper function of exterior hose bibs.
  21. Demo and replace all damaged foundation flashing on the unit (full exterior of duplex)
  22. Supply and install black dirt around the perimeter of the foundation to correct grade (mostly along the backside and including both sides of the duplex).

Interior:

  1. Contractor shall provide dehumidification throughout renovation to minimize swelling.
  2. Install sheet rock for modified rear entry door opening. Texture, paint and finish, including installation of baseboard and shoe stained to match existing finish.
  3. Patch, texture, prime and paint all interior drywall surfaces. Texturing to match existing as closely as possible. Repaint Dover White. Prime all drywall Zinsser mold killing primer. Demo and replace sheetrock in areas with extensive mold, including the lower half of the mechanical room interior walls. After sheetrock is removed in the mechanical room, spray the exposed framing with a mold control product such as Concrobium. Clean off per product instructions before installing new sheetrock.
  4. Demo and replace damaged; or supply and install missing batt insulation and poly in walls.
  5. Demo and replace all smoke detectors with spec combo smoke c/o detector to meet code compliance.
  6. Demo all existing flooring. Supply and install vinyl 58021 Sunstone flooring throughout except mechanical room. Clean and paint mechanical/ laundry room floor per Spec Book.
  7. Demo and replace vinyl base throughout; supply and install new vinyl base in the bathroom and mechanical room; supply and install new wood baseboard and base shoe in all other areas. Vinyl base selection is 80 Fawn. Wood stain selection is Early American 230.
  8. Inspect electrical panel and breakers to ensure that all are functional.
  9. Dispose of miscellaneous debris within the unit.
  10. Demo and replace water heater and laundry tub, including faucet. All new products per Spec Book.
  11. Contractor shall repair dryer vent.
  12. Service the existing furnace and HRV unit; and supply and install any missing condensation or other lines.
  13. Re-install existing thermostat and HRV controller; and ensure that both function properly.
  14. Contractor shall include a $2,500 allowance for repair/ replacement of concealed damage to electrical, plumbing or heating. Contractor shall inform Project Coordinator of needed repairs upon discovery and submit a proposal for time and materials. After Project Management has accepted a proposal, repairs shall be completed in accordance to said agreement.
  15. Contractor shall have all ductwork cleaned.
  16. Demo existing interior doors; and supply and install all new doors, including hardware, door knobs and door stops throughout the unit. Stain selection is Early American 230. Hardware and knobs shall have Satin Chrome finish.
  17. Repaint all steel interior door frames to match the existing finish.
  18. Demo and dispose of existing dishwasher.
  19. Demo and replace all upper and lower kitchen cabinets, countertop and hardware (to include 24” base cabinet to replace removed dishwasher), countertop, kitchen sink and faucet and side sprayer. Stain selection is Early American 230. Countertop finish is 3526-58 Traverine. Supply and install knobs per Spec Book.
  20. Demo and replace range hood per Spec Book.
  21. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW. If existing appliances are still in the unit at the start of rehab, Project Coordinator shall coordinate removal by Housing Maintenance.
  22. Demo and replace damaged; or supply and install missing wire shelving throughout.
  23. Demo and replace bath vanity, top, sink and faucet per Spec Book, include new knobs per Spec Book.
  24. Demo and replace toilet stool with Spec model.
  25. Demo and replace shower trim set per Spec Book.
  26. Thoroughly clean tub/ shower and recaulk.
  27. Demo and replace bath fan per Spec Book.
  28. Demo and replace damaged; or supply and install missing bath accessories.
  29. Demo and replace any damaged; or supply and install missing trim, jambs or casing. Woodwork should be free of water damage, cracking or excessive paint. Match to existing finishes.
  30. Demo and replace any damaged; or supply and install any missing window components.
  31. Thoroughly clean all window surfaces.
  32. Demo and replace damaged; or supply and install missing receptacles, wall plates and switch covers.
  33. Demo and replace all grilles, diffusers, return air covers and floor vents with spec products.
  34. Demo existing ceiling fan in the living room; and install a flush mount light fixture and controller per Spec Book on the living room ceiling side outside of kitchen.
  35. Demo and replace damaged or non-Spec product; or shall supply and install missing interior light fixtures per Spec Book schedule.
  36. Supply and install all new LED bulbs throughout.
  37. Provide and install window blinds throughout with Spec product. Dispose of any existing.
  38. Thoroughly clean all interior surfaces.
  39. Include a $7,500.00 contingency allowance to be used at Project Coordinator’s discretion for needed repairs discovered after the project has commenced.
  40. Contractor shall include 0.5% TERO tax fee in base bid. Submission of receipt for paid TERO fee is required with application for final payment.
  41. Construction shall be permitted through the MLBO.

Bid Alternate #1 (42921 Wind Lane): Provide added cost to demo and replace all vinyl flooring with Sunstone if Lantern Glow is no longer available.

Bid Alternate #2 (17215 Virgo Rd): Provide cost to demo existing garage door opener and replace with Liftmaster 8365W, including 2 remotes, push button at wall inside garage and exterior key pad.

Specified Product Substitutions: All proposed product substitutions must be approved by the Project Coordinator 5 days prior to bid. Any approved substitutions, will be made available to all bidders.

Note: Depending on bid results, the Owner reserves the right to divide the rehabs into individual projects, if it is in the Band’s financial best interest to do so.

Mobilization:

  1. The Contractor shall be capable of mobilizing his equipment and crews within seven days of the receipt of Notice to Proceed.
  2. Contractor shall provide means and methods for all building phases of construction.

COMMUNITY DEVELOPMENT/PROJECT MANAGEMENT RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS FOR ANY REASON.

COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.

Bidding notes:

  1. Submit proposal in lump sum (supply and install), not to exceed amount
  2. All Contractors (including subcontractors) must comply with Davis Bacon wage requirements.
  3. All Contractors must provide the following along with their bid submittal:
    a. Completed and signed MLB Community Development Construction Bid Form
    b. Completed schedule of values for each house (billing worksheet page 2).
    c. A copy of Current MLB Vendor’s License (or a copy of the submitted application)
    d. A copy of Current Insurance Certificate
    e. Completed and signed copy of the TERO Compliance Plan
    f. A copy of Subcontractor/Material Supplier list
    g. A copy of valid State of Minnesota Contractor’s License
    h. A copy of Authorized Signature Sheet (submitted with first bid submittal)
  4. All Contractors must comply with all Mille Lacs Band of Ojibwe American Indian Employment requirements (see 18 MLBSA § 5). Contact Lori Trail at (320) 532-4778.

**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.

PROPOSALS NOT SUBMITTED IN THIS MANNER WILL BE REJECTED.

Licensing:
Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. PERMIT AND CONTRACTOR REQUIREMENTS:
Permits: Contractors are responsible to attain all necessary permits for all work, including Mille Lacs Band of Ojibwe (MLBO) Permits.

Bonding Requirements: In accordance with 2016 MLB Project Specification Book. Please note that bonding requirements on Mille Lacs Band Funded Residential projects has changed. All projects over $50,000 require bonding regardless of company ownership.

MLBSA Section 17 Procurement Statue Ordinance 03-06 states the following:

Section 17. Bonding

A. For all Band funded residential construction projects, a performance bond is required for contracts in excess of $50,000.00. The performance bond shall be at a minimum twenty (20%) percent of the contract price, but not in excess of $500,000.00.
