The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for two residential renovation projects located at 46034 Alma Razor Rd, Hinckley and 63620 Badger Rd, Sandstone. Bids will be due Wednesday February 17, 2021 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday February 18, 2021 at 8:30 AM.

A mandatory Pre-Bid site visit will be held on January 27, 2021 at 1 p.m. Pre-bid site visit will start at 46034 Alma Razor Rd site and continue onto 63620 Badger Rd immediately after.

General Notes:

  1. It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with the International Residential Code (IRC), and Mille Lacs Band of Ojibwe 2016 MLB Project Specification Book.
  2. All electrical wiring, apparatus and equipment for electric light, heat and power, technology circuits or systems shall comply with the rules of the Department of Commerce or the Department of Labor and Industry, as applicable, and be installed in conformity with accepted standards of construction for safety to life and property.
  3. Contractor must reconnect all utilities, service panel or service feed. Also includes gas, propane. Include such equipment or materials identified in the pre-bid conference.
  4. Contractor will secure all permits and fees.
  5. Contractor is responsible for a thorough investigation of the scope of work.
  6. Contractor will repair any damage to the property or structure created by the scope of work.
  7. NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT COORDINATOR AND /OR MILLE LACS BAND BUILDING OFFICIAL.

Work Scope Description: Unless otherwise noted all work shall be completed according to the 2016 MLB Spec Book.

46034 Alma Razor Rd
Exterior:

  1. Demo and replace all damaged; or supply and install any missing siding, channel, louvered vents and accessories. All new siding shall match existing.
  2. Demo and replace all damaged; or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  3. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  4. Supply and install missing; or demo and replace damaged window screens.
  5. Pressure wash, scrub and clean all siding and exterior surfaces. This should include removal of beehives.
  6. Remove and dispose of cable wires secured around the exterior of the house. Contractor shall caulk holes in the siding after removal with color matching caulk.
  7. Remove and dispose of the existing dishes installed on the roof. Contractor shall caulk screw holes or repair any damage to the roof.
  8. Demo existing exterior light fixtures. Supply and install all new Spec Bk exterior light fixtures.
  9. Supply and install all new LED bulbs for all exterior light fixtures.
  10. Demo and replace damaged; or supply and install missing gutter and downspout components, including leaf guards.
  11. Contractor shall clean out all gutters.
  12. Demo any existing, supply and install concrete splashpads per Spec Book.
  13. Demo and replace front entry door and frame. Finish per Spec Book.
  14. Demo and replace broken glass panel on fixed side of patio door.
  15. Demo and replace active patio door panel. Match existing.
  16. Supply and install new lock sets for both front and rear entry doors. All entry door lock sets to be keyed alike.
  17. Supply and install spec storm door to front entry with chain kit.
  18. Thoroughly clean rear garage service door. Demo and replace weatherstripping. Demo and replace door lock set. To be keyed alike the front and rear entry doors.
  19. Saw cut cracked section of sidewalk at the bottom of the front steps and demo. Demo adjacent sidewalk section to either side. Contractor shall supply and install any clean fill necessary to prep the area. Pour new sections with a slight incline to match the elevation of the existing sidewalk on either side. Section at the base of steps shall be poured at an elevation that matches the height of the other concrete step. Install expansion joint between bottom step and new corner section at base.
  20. Demo and replace all decking, stair treads and handrails. Supply and install handrails on both sets of steps (existing only has toprails). Demo and replace damaged; or supply and install missing spindles or hardware. Paint/ stain all new spindles to match existing.
  21. Demo and replace overhead garage door weatherstripping. Match existing color.
  22. Supply and install missing; and/ or demo and replace damaged window screens.
  23. Demo and replace damaged foundation flashing. New flashing shall match the existing.
  24. Repair grade around the perimeter of the home next to the foundation flashing, including installation of black dirt and seeding.
  25. Contractor shall supply and install any missing outlet box covers.
  26. Contractor shall clean out intake and exhaust vents.
  27. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 4’x4’ pad.
  28. Contractor shall move existing A/C condenser and install onto concrete pad. Contractor may need to drain, disconnect, reconnect and/ or recharge condenser.
  29. Supply and install any missing or damaged components to ensure proper function of exterior hose bibs.
  30. Contractor shall supply and install 9-1-1 sign above overhead garage door.
  31. Well – Demo and replace well pump. Contractor shall be responsible for disinfecting the existing well; and testing for coliform bacteria and nitrates.

Interior:

  1. Contractor shall provide dehumidification throughout renovation to minimize swelling.
  2. Demo and replace all smoke detectors with spec combo smoke c/o detector to meet code compliance.
  3. Patch, texture, prime and paint all damaged interior drywall surfaces. Demo and replace any sections of drywall with heavy molding. Texturing to match existing as closely as possible, if not already textured. Prime all drywall with Zinsser mold killing primer. Repaint all drywall surfaces Dover White.
  4. Thoroughly clean garage service door. Demo and replace weatherstripping. Demo and replace door lock set. To be keyed alike the front and rear entry doors.
  5. Demo and replace any damaged; or supply and install any missing, damaged or painted receptacle and switch covers.
  6. Demo and replace any damaged; or supply and install any missing grilles, diffusers and return air covers with spec products.
  7. Demo any existing floor vents. Supply and install all new floor vents.
  8. Demo and replace any damaged; or supply and install any missing interior light fixtures with Spec products, to include all new light bulbs per Spec Book schedule.
  9. Install new LED bulbs throughout the interior.
  10. Demo any existing carpeting; and replace with Congoleum Oasis Beige vinyl flooring. Supply and install base shoe.
  11. Supply and install Congoleum Oasis Beige vinyl flooring and underlayment on the main floor where old flooring has been removed. Grind and prep subfloor for neat even finished appearance. Supply and install shoe.
  12. Demo any existing stair treads. Supply and install vinyl stair treads.
  13. Demo and replace lower kitchen cabinet toe kick, door and drawer fronts. Include supply and install of new handles. Match existing finishes and hardware.
  14. Demo and replace damaged; or supply and install missing cabinet components.
  15. Remove and dispose of existing dishwasher. Supply and install 24” cabinet to replace. Match existing finishes and hardware.
  16. Demo and replace kitchen faucet and side sprayer per Spec Book.
  17. Supply and install Spec model range hood. Include ducting to vent to the exterior and conceal.
  18. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW.
  19. Demo and replace any damaged; or supply and install any missing baseboards, trim, jambs or casing. If existing wood is reused, it should be free of water staining, cracking and excessive paint. Match to existing finishes.
  20. Demo and replace spray painted sections of capboard on half walls in the lower level. Match existing finishes.
  21. Demo and replace any damaged; or supply and install any missing window components throughout.
  22. Demo and replace any water damaged window extension jambs. Include spray foam during installation. Match existing finishes.
  23. Thoroughly clean all window surfaces.
  24. Provide and install window and patio door blinds throughout with Spec product. Dispose of any existing.
  25. Demo and replace cracked pre-hung door to lower bedroom. Match existing finishes.
  26. Adjust all interior doors.
  27. Supply and install missing door-stops with spec product.
  28. Demo and replace damaged; or supply and install missing door hardware, including: knobs, strike plates, hinges; match existing.
  29. Demo existing doors on shelving located in main floor living room. Supply and install double cabinet doors. Include supply and install of handles. Match existing finishes.
  30. Main floor changes to hallway, closet and bedroom area per base main level floor plan: Contractor shall supply and materials and labor to:
    a. Remove door and partial wall to right of door for the existing closet located at entry of bathroom.
    b. Leave the left wall of the existing closet. Install framing, sheetrock, double closet doors and shelving to construct a smaller closet. Finish per interior item #3.
    c. Install framing and sheetrock to create a bedroom closet along the existing hallway to the bedroom. The closet run the length of the existing hall. Supply and install pre-hung door outswing door to the closet. Supply and install wire shelving.
    d. Install framing for door to master bedroom at the end of the hallway.
    e. Supply and install pre-hung door to bedroom. Include door knob and hardware.
    f. Contractor shall move or add ductwork or electrical wiring, switches or outlets to complete these changes.
    g. Include all trim, casing, jambs, etc.
  31. Master bathroom: Contractor shall supply materials and labor to reconstruct bathroom as shown on the base main level plan set. This shall include demo of existing tub and tile, as needed. Demo existing glass block window. Supply and install framing and sheetrock, needed to complete changes. Finish per interior item #3. Move or add plumbing, ductwork and electrical, as needed. Supply and install of bath vanity and faucet. Supply and install of H330/331 tub/ shower. Supply and install of Moen shower trim kit per Spec Book. Demo and replace toilet stool. Demo and replace damaged; or supply and install light fixture and new LED bulbs per Spec Book. Supply and install bath fan to match model in the lower level. Demo and replace damaged; or supply and install bath accessories per Spec Book. Supply and install wire shelving. Supply and install pre-hung door. Include door knob and hardware.
  32. Lower bathroom: Contractor shall:
    a. Demo and replace bath vanity toe kick, door and drawer fronts. Include supply and install of new handles. Match existing finishes.
    b. Demo and replace faucet.
    c. Demo and replace toilet stool.
    d. Thoroughly clean existing tub/ shower surround and re-caulk.
    e. Demo and replace shower trim set.
    f. Demo and replace damaged; or supply and install missing bath accessories per Spec Book.
    g. Demo and replace motor to existing bath fan.
    h. Demo and replace damaged; or supply and install light fixture and new LED bulbs per Spec Book.
  33. Demo and replace damaged; or supply and install missing shelving. New shelving shall be wire per Spec Book.
  34. Clean and paint mechanical/ laundry room floor per Spec Book.
  35. Supply and install vinyl base for mechanical room.
  36. Demo and replace furnace per Spec Book.
  37. Contractor shall supply and install new furnace thermostat model: Honeywell T6 Pro Series TH6210U2001.
  38. Demo and replace water heater. Dispose of both existing water heaters.
  39. Demo and replace well pressure tank.
  40. Demo and replace water softener.
  41. Contractor shall complete water conditioning test and set softener hardness accordingly.
  42. After making plumbing changes and repairs, contractor shall test water system for leaks and notify owner of any issues.
  43. Insulate exposed plumbing pipes in mechanical room per Spec Book.
  44. Contractor shall ensure proper function of sump pump.
  45. Service existing HRV unit.
  46. Supply and install HRV controller.
  47. Supply and install poly on exterior walls of the mechanical room. Supply and install sheet rock to cover all walls and ceiling. Half wall shall have sheet rock top with no cap board installed. Finish per interior item #3.
  48. Thoroughly clean all interior surfaces.
  49. Contractor shall have all ductwork cleaned.
  50. Include a $10,000.00 contingency allowance to be used at Project Coordinator’s discretion for needed repairs discovered after the project has commenced.
  51. Contractor shall include 0.5% TERO tax fee in base bid. Submission of receipt for paid TERO fee is required with application for final payment.
  52. Construction shall be permitted through the MLBO.
  53. Housing will maintain utilities throughout construction.

63620 Badger Rd
Exterior:

  1. Remove and dispose of plywood installed on the front of the garage. Supply and install overhead garage door, including railing, etc. Demo and replace metal jambs and weatherstripping. Match overhead door to existing on 63610 Badger Rd.
  2. Demo exposed house wrap on east side of structure. Demo and replace any rotten sheathing. Spray any exposed exterior wall framing with mold inhibitor, wash and wipe per product instructions. Demo and replace insulation and vapor barrier for the exposed wall cavities. Install new sheathing and Tyvek house wrap. For bidding purposes, assume that all wall sheathing on east side must be replaced. For bid alternate #2, provide unit cost to provide materials and labor for completing all work described in exterior item #2 per 4 x 8 area for sheet replaced. Unit cost will be used to calculate deduct for actual sheets replaced.
  3. Demo and replace all damaged; or supply and install missing siding and accessories. All replaced siding shall be color matched to existing.
  4. Demo and replace all damaged; or supply and install any missing aluminum soffit and fascia covering. All new pieces shall match existing.
  5. Demo and replace all damaged windows components, including but not limited to panes, sashes, locking mechanisms.
  6. Supply and install missing; or demo and replace damaged window screens.
  7. Pressure wash, scrub and clean siding and all exterior surfaces.
  8. Demo and replace damaged; or supply and install missing gutter and downspout components, including leaf guards.
  9. Contractor shall clean out all gutters.
  10. Demo any existing, supply and install concrete splashpads per Spec Book.

  14. Demo and replace front entry frame and door.
  15. Supply and install new lock sets for front and rear entry doors per Spec Book; to be keyed alike. Doors shall have knobs with Satin Chrome finish.
  16. Demo front storm door. Supply and install spec storm doors to front and back entries with chain kits.
  17. Contractor shall demo and replace damaged foundation flashing. New flashing shall match the existing.
  18. Contractor shall clean out intake and exhaust vents.
  19. Provide materials and labor to construct a 5’x5’ concrete pad 4” thick. Supply and install AC-Guard security cage model AC GU with AC-Guard Top Bar to be anchored with ½”x 3” Red Head anchor sleeves to the 4’x4’ pad.

  3. Supply and install missing sheetrock to enclose all walls. Finish per interior item #6.
  4. Thoroughly scrub and clean mold from ceiling sheetrock. Demo and replace drywall if necessary. Assume the cost of replacing ½ the drywall on the ceiling. Finish per interior item #6. For bid alternate #3, provide unit cost per sheet to replace, tape and texture. Unit cost will be used to calculate add or deduct for actual sheets replaced.
  5. Install sheet rock for modified rear entry door opening. Texture, paint and finish, including installation of baseboard and shoe stained to match existing finish.
  6. Patch, texture, prime and paint all damaged interior drywall surfaces. Demo and replace any sections of drywall with heavy molding, such. Texturing to match existing as closely as possible, if not already textured. Prime all drywall with Zinsser mold killing primer. Repaint all drywall surfaces Dover White.
  7. Demo and replace garage service door and frame. Demo and replace door lock set. To be keyed alike the front and rear entry doors.
  8. Contractor shall provide and install attic access cover.
  9. Demo and replace furnace with A-coil per Spec Book.
  10. Supply and install new furnace thermostat model Honeywell T6 Pro Series TH6210U2001.
  11. Service HRV unit.
  12. Insulate plumbing lines in mechanical room.
  13. Supply and install missing; or demo and replace damaged plumbing lines throughout the home.
  14. Contractor shall test water system after repairing and check for leaks. Contractor shall notify Owner if any problems are discovered.
  15. Supply and install water softener per Spec Book.
  16. Contractor shall complete water conditioning test and set softener hardness accordingly.
  17. Contractor shall supply and install all spec combo smoke c/o detectors.
  18. Contractor shall have all ductwork cleaned.
  19. Supply and install all new vinyl flooring throughout except the mechanical room. Vinyl selection is 58021 Sunstone.
  20. Clean and paint the mechanical room floor per the Spec Book.
  21. Contractor shall supply and install vinyl base in the bathroom and mechanical room. Vinyl selection is 09 Clay.
  22. Supply and install all new pre-hung interior doors (including hardware, knobs and door stops), casing, trim, baseboards, base shoe, jambs and millwork throughout the unit. Stain selection is Early American 230.
  23. Demo existing door to mechanical room and replace with steel built-in storm shelter door per Spec Bk.
  24. Supply and install all new kitchen cabinets (to include all new hardware and door/ drawer pullers), countertop, sink and faucet with side sprayer. Stain selection is Early American 230. Countertop to be 7735-58 Butterum Granite. Note: plans show a corner sink cabinet, however, unit has plumbing located along side wall. Corner cabinet can become lazy susan with sink being located in 3’0” cabinet along the common wall. Contractor to field measure and verify cabinet sizing and layout match provided plans other than noted. All other cabinet specifications to follow Spec Book.
  25. Supply and install new range hood. Include ducting to vent to the exterior and conceal.
  26. Supply and install new Whirlpool oven model# WFC150MOJW and refrigerator model# WRT311FZDW.
  27. Supply and install bath vanity with cultured marble top per Spec Book and faucet. Contractor shall field measure to verify that cabinet sizing and layout match those shown on provided plans for main bath. All other cabinet specifications to follow Spec Book.
  28. Supply and install a new toilet stool per Spec Book.
  29. Contractor shall thoroughly clean tub/ shower.
  30. Supply and install shower trim set per Spec Book.
  31. Supply and install all new bath accessories per Spec Book.
  32. Supply and install Spec bath fan, vented to the exterior.
  33. Supply and install all new receptacles, wall plates and switch covers.
  34. Supply new washer valve box.
  35. Supply and install all new grilles, diffusers, floor registers and return air covers spec products.
  36. Supply and install all new interior light fixtures per Spec Book schedule. Demo any existing fixtures.
  37. Supply and install all new LED bulbs throughout.
  38. Supply and install all new blinds.
  39. Supply and install all new wire shelving throughout. Demo any existing shelving.
  40. Note: bedroom closets shall have sheetrock openings without doors or casing.
  41. Include a $10,000.00 contingency allowance to be used at Project Coordinator’s discretion for needed repairs discovered after the project has commenced.
  42. Contractor shall thoroughly clean all interior surfaces.

Bid Alternate #1 (46034 Alma Razor Rd):
Provide added cost to supply materials and labor for completing the following described work; and as shown on Bid Alternate Main Level Floor Plan.
a. demo the closet located at the entry of the master bathroom;
b. frame, sheetrock and finish main level with 2 bedrooms and closets as shown on the provided plan;
c. including trim, casing, jambs, doors, etc.; and
d. including moving or adding ductwork or electrical wiring, light fixtures, smoke c/o detectors, switches or outlets needed to complete, etc.
instead of completing the framing changes described in the interior work scope item #28 to construct an enclosed hallway closet and doorway to oversized master bedroom with closet. Include the cost of an onsite septic system compliance inspection and a Pine County Shorelands Building permit.

Bid Alternate #2 (63620 Badger Rd): Provide unit cost to provide materials and labor for completing all work described in exterior item #2 per 4 x 8 area for sheet replaced. Unit cost will be used to calculate deduct for actual sheets replaced.

Bid Alternate #3 (63620 Badger Rd): Provide unit cost per sheet of ceiling drywall to replace, tape and texture. Unit cost will be used to calculate add or deduct for actual sheets replaced.

Specified Product Substitutions: All proposed product substitutions must be approved by the Project Coordinator 5 days prior to bid. Any approved substitutions, will be made available to all bidders.

Note: Depending on bid results, the Owner reserves the right to divide the rehabs into individual projects, if it is in the Band’s financial best interest to do so.

Bidding Notes

Mobilization:

  1. The Contractor shall be capable of mobilizing his equipment and crews within seven days of the receipt of Notice to Proceed.
  2. Contractor shall provide means and methods for all building phases of construction.

COMMUNITY DEVELOPMENT/PROJECT MANAGEMENT RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS FOR ANY REASON.

COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.

**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.

Licensing:
Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. PERMIT AND CONTRACTOR REQUIREMENTS:
Permits: Contractors are responsible to attain all necessary permits for all work, including Mille Lacs Band of Ojibwe (MLBO) Permits. Site will also require city permitting.

Bonding Requirements: In accordance with 2016 MLB Project Specification Book. Please note that bonding requirements on Mille Lacs Band Funded Residential projects has changed. All projects over $50,000 require bonding regardless of company ownership.

MLBSA Section 17 Procurement Statue Ordinance 03-06 states the following:

Section 17. Bonding

A. For all Band funded residential construction projects, a performance bond is required for contracts in excess of $50,000.00. The performance bond shall be at a minimum twenty (20%) percent of the contract price, but not in excess of $500,000.00.
